Directors’ Update resolutions
Doug Carey discussed a declaration of surplus real property, 242 NW Chehalis Ave., Chehalis.
Gary Fredricks discussed a memorandum of agreement between Lewis County and Washington State
University (WSU) Extension.
Josh Metcalf discussed an agreement with the State of Washington, acting through the Department of
Natural Resources, and Lewis County Public Works to grant a license to enter real property along the
Newaukum River for the purpose of bank stabilization at Shorey Road.
Josh Metcalf discussed a resolution to list the bids received and contractor selected for the Pulverization
for Haywire Road Rehabilitation Project.
Josh Metcalf discussed a resolution to list the bids received and contractor selected for the Scammon
Creek at Graf Fish Passage MP 1.34 Culvert Replacement Project, CMP 1902, Federal Aid Project No.
PROTECT-2021(077).
Josh Metcalf discussed a resolution to ratify a contract between Lewis County Public Works and Jacobs
Associates, Inc. dba Delve Underground for the 2024 Annual Geotechnical Engineering Services in the
amount of $200,000.
Josh Metcalf discussed a approve Amendment No. 4 to the Rural Arterial Program Project Agreement for
Construction Proposal between Lewis County and the County Road Administration Board for the
Centralia Alpha Road Improvements project – CRP 2084.
Commissioner Brummer discussed the hearing for Lewis County 2024 budget, emergency and
supplemental appropriations to and transfers within current expense and other funds.
No one discussed Ordinance 1354 - Add Chapter 8.80 to Lewis County Code to regulate sterile needle
and syringe exchanges operating in Lewis County and make violations of the chapter a civil infraction or
a misdemeanor (continuation of March 19 hearing that was tabled until March 26 and then recessed
until April 16).
Commissioner Pollock made a motion to move two consent items, seven deliberation items and two
hearings to the Tuesday, April 16, 2024, BOCC agenda. Commissioner Brummer seconded. Motion
passed 2-0.
Announcements
Office and department representatives provided updates, including:
• Meja Handlen said she will be suggesting the commissioners temporarily lower adoption fees.
• Josh Metcalf provided updates on Public Works projects, including the airport master plan.
• BJ Kuykendall invited the public to the home and garden show taking place at the fairgrounds
over the weekend.
Wednesday Workshop
Change order review: Doug Carey reviewed four Juvenile Court change orders (COP 106, 108, 110 and
112) and three Rainier Site Improvement change orders (Nos. 4, 5 and 6).
Calendars
Commissioner Brummer noted that there would be no Business Meeting on April 30 as it's the fifth
Tuesday of the month and that Employee Recognition will be April 23.
