Public comment: None.
Budget hearing: Becky Butler discussed the upcoming budget hearing.
2024 Legislative Session acknowledgements: Commissioner Pollock made a motion to approve signing a
letter to area legislators to thank them for their efforts during the 2024 session. Commissioner Swope
seconded. Motion passed 3-0.
Winlock interlocal agreement: Commissioner Brummer discussed a proposed amendment regarding the
county’s interlocal agreement with Winlock.
Comprehensive Plan Periodic Update: Mindy Brooks said she is reaching out to federally recognized
tribes to invite them to participate in the Comp Plan Update. The commissioners said they would further
discuss the letters during an upcoming meeting.
Vacancies: The commissioners said they would like to reappoint incumbents Di Morgan and Ryan
Southard and appoint newcomer Stevan Mayer to the Lodging Tax Advisory Committee (LTAC). The
commissioners said they will continue recruiting for the remaining “provider” vacancy.
Executive session: At 9:17 a.m., Commissioner Brummer announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 9:28 a.m. to discuss two topics: Night-by-night shelter
and Arthur West v. Lewis County.
• At 9:28 a.m., Commissioner Brummer extended executive session until 9:33 a.m.
• At 9:33 a.m., Commissioner Brummer extended executive session until 9:36 a.m.
• At 9:36 a.m., Commissioner Brummer extended executive session until 9:39 a.m.
• At 9:39 a.m., Commissioner Brummer extended executive session until 9:41 a.m.
• At 9:41 a.m., Commissioner Brummer extended executive session until 9:46 a.m.
Executive session ended at 9:46 a.m. Commissioner Brummer noted that no decisions had been made.
Commissioner Swope made a motion to direct Barb Russell to update, sign and send a letter to the
Chehalis City Council regarding the night-by-night shelter. Commissioner Brummer seconded. Motion
passed 2-1, with Commissioner Brummer and Commissioner Swope voting in favor and Commissioner
Pollock opposed.
Commissioner Swope made a motion to prepare a Land Use Petition Act petition for potential filing
the following week. Commissioner Brummer seconded. Motion passed 2-1, with Commissioner
Brummer and Commissioner Swope voting in favor and Commissioner Pollock opposed.
Correspondence: The commissioners discussed correspondence received from Hope Alliance.
Announcements / new business: Becky Butler said WSAC is fast-tracking action in response to new state
rules regarding attorney caseloads.
