Public comment: None.
Business agenda change: Commissioner Pollock made a motion to add to the June 4 Business Meeting
Resolution 24-182: Approve a Rural Arterial Program Project Agreement for Project Proposal between
Lewis County and the County Road Administration Board for the Bunker Creek Road project - CRP 2209.
Commissioner Brummer seconded. Motion passed 2-0.
Service animal policy: Ryan Barrett and Becky Butler discussed the proposed policy. The commissioners
directed staff to move the policy forward.
BOCC office administration workspace: County Manager Ryan Barrett discussed the upcoming
PHSS food program software: Meja Handlen, John Abplanalp and Kirsten Wecker discussed software
that would streamline permitting and compliance documentation. Kristen said the software automates a
lot of work with an annual price tag of $11,000, which would be offset by savings from doing away with
triplicate copy paper. The commissioners approved moving forward with the software purchase.
Fair contracts: Becky Butler said she has reached out to Risk Pool regarding fair activities. She said the
tractor pull would be allowed. She said she has asked BJ Kuykendall to reach out to the derby firm to
find out what roadblocks the vender faces in securing the $5 million umbrella Risk Pool is requesting.
Packwood RCO grant: Commissioner Brummer said BJ Kuykendall is working with the museum on
insurance and land-use agreements for the proposed project. He said the grant deadline is June 20.
Commissioner Pollock expressed concerns about taking on an additional engineering and construction
project when the county is already stretched thin.
Fair Advisory update: Commissioner Brummer said BJ Kuykendall is working with Ryan Barrett to
develop standard operating procedures for vendor selection.
Darigold Board of Tax Appeals (BTA) appeal: At 9:30 a.m., Commissioner Brummer announced that the
Board would be going into executive session under RCW 42.30.110(1)(i) until 9:35 a.m. to discuss the
Darigold BTA case.
At 9:35 a.m., Commissioner Brummer extended executive session until 9:45 a.m.
Executive session ended at 9:45 a.m. Commissioner Brummer noted that no decisions had been made.
Vacancies: The commissioners discussed vacancies on the Civil Service Committee and the East Lewis
County Public Development Authority (ELCPDA). The commissioners said they’d await feedback from the
Civil Service before taking action on that vacancy. The commissioners directed staff to draft a resolution
to appoint Amy Besunder and reappoint Gerry Monkman to the ELCPDA.
Minute folders: Commissioner Pollock made a motion to approve minute folders for the weeks of April
29 and May 6, 2024. Commissioner Brummer seconded. Motion passed 2-0.
Comprehensive Plan Periodic Update: Mindy Brooks provided an overview of the Land Capacity
Analysis, including what requires it and how it’s completed. Mindy said an urban growth area (UGA) is
being proposed in the Packwood area. Mindy noted that Chehalis overestimated its growth and plans to
revise its estimate.
