Public comment: None.
Becky Butler discussed a notice of hearing regarding Lewis County 2024 budget emergency and
supplemental appropriations to and transfers within current expense and various funds.
Rieva Lester discussed a notice of hearing regarding Ordinance 1356, which would add Courthouse
Facilitator Program (Chapter 9.40) to Lewis County Code to codify the establishment of the program and
the collection of surcharges, license fees and user fees to defray the cost of the program.
Ross Nielson discussed a resolution to amend Resolution 24-169 to Include Applicable Sales Tax.
Rieva Lester and Scott Tinney discussed a resolution to approve a reimbursement agreement with the
Administrative Office of the Courts for extraordinary costs in responding to State v. Blake on the state's
behalf.
Meja Handlen discussed a resolution to ratify a contract with Chef Units for the sale and delivery of a
kitchen trailer.
Meja Handlen discussed a resolution to ratify a contract with Niu Toilet for the sale and delivery of
restroom / shower trailers.
Josh Metcalf discussed a resolution to list the bids received and contractor selected for the South Lewis
County Airport - Phase 2 Improvements-Site Preparation project.
Josh Metcalf discussed a resolution to approve a Grant Agreement between the State of Washington
Salmon Recovery Funding Board (SRFB) and the Recreation and Conservation Office through the Lewis
County Public Works for the Berwick Creek at Labree Fish Passage construction project, CMP 2001.
Josh Metcalf discussed a resolution to ratify a Ramp Litter Cleanup Program Agreement between the
Washington State Department of Ecology and Lewis County Solid Waste Utility.
Jenn Libby-Jones discussed a resolution to award a contract to Ceragon Networks, Inc. for the Public
Safety Microwave Network Project.
Jenn Libby-Jones discussed a resolution to approve SECO Coordinator Professional Development (CPD)
Contract No. E25-021.
Jenn Libby-Jones discussed a resolution to submit an authorizing proposition to the voters of Lewis
County to fix and impose a Sales and Use tax of two-tenths of 1 percent pursuant to RCW 82.14.420 to
be used solely for the purpose of providing funds for costs associated with the operations of 911
emergency communications systems and facilities.
Commissioner Pollock made a motion to move two notice items, two consent items and nine
deliberation items (excluding the Ceragon Networks contract) to the Tuesday, July 9, 2024, BOCC
agenda. Commissioner Swope seconded. Motion passed 3-0.
Executive session: At 9:17 a.m., Commissioner Brummer announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 9:22 a.m. to discuss the Cardinal Glass tax appeal.
At 9:22 a.m., Commissioner Brummer announced that the Board would be going into executive session
under RCW 42.30.110(1)(i) until 9:38 a.m. to discuss the Skookumchuck dam.
At 9:38 a.m., Commissioner Brummer extended executive session until 9:43 a.m.
Executive session ended at 9:43 a.m. Commissioner Brummer noted that no decisions had been made.
Roundtable
Becky Butler discussed an upcoming meeting regarding a Supreme Court decision about Indigent
Defense caseloads.
Becky said Internal Service rates are due July 12. She said she will meet with the board the following
week to seek direction regarding budget limitations for 2025.
Josh Metcalf said the county will receive $4,000 to $5,000 in free PFA testing from the state.
Commissioner Pollock made a motion to authorize the ratify the Cardinal Glass litigation settlement
and tax appeal as discussed in executive session. Commissioner Swope seconded. Motion passed 3-0.
