Comprehensive Plan, Capital Facilities Element: Mindy Brooks discussed outreach to special purpose
districts, such as area school and fire districts. Mindy noted a consultant is available to help small
districts navigate their responsibilities.
Capital Facilities updates: Doug Carey provided updates on ongoing Capital Facilities projects. Doug
urged offices and departments to contact him if there are any projects that should be added to the
county’s Comprehensive Plan.
Service animal policy: Ryan Barrett and Becky Butler invited employees to review the proposed policy.
Electeds' Roundtable / new business
• Treasurer Arny Davis: Working on resolution to secure new property tax software.
• Scott Tinney: Moving forward with electronic filing for courts.
Note: Legislative Roundtable will be 3 p.m. Monday, Sept. 23.

Rocky Lyon discussed a resolution to approve Solid Waste Disposal District fees.
Doug Carey discussed a call for bids for the Southwest Washington Fairgrounds and Park Waterline
Rehabilitation Project, #31-2318.
Eric Eisenberg discussed a resolution to select BCRA, Inc. as the winner of a Request for Qualifications
for architectural and engineering services related to a Night-by-night shelter, and approve a contract
thereon.
Josh Metcalf discussed a resolution regarding the proposed acquisition of right of way for the Meade Hill
Road Stabilization project, SM 21F754500077.
Josh Metcalf discussed a resolution to ratify a contract between Lewis County Public Works and Otak,
Inc. to provide engineering and environmental services for the Sargent MP 1.33 Bridge, CRP 2159N.
Meja Handlen discussed a resolution to approve Consolidated Contract #CLH31017 Amendment #18
between the Washington State Department of Health (DOH) and Lewis County.
Caroline Garibay discussed a resolution to approve a Memorandum of Understanding (MOU) between
Lewis County Public Health & Social Services and Lewis County Superior Court.
Commissioner Brummer discussed a resolution to amend interlocal agreement with Winlock regarding
city application of land use regulations within the Winlock UGA.
Ryan Barrett discussed a resolution to appoint Mindy Brooks as Community Development Director.
Rieva Lester discussed a resolution to approve $350,000 .09 grant to Economic Alliance to finance
personnel in its economic development office.
Ryan Barrett and Daleyn Coleman discussed a resolution to approve an agreement between certain
Lewis County Sheriff's Office and Prosecuting Attorney's administrative staff and Teamsters 252. The
commissioners agreed to hold off moving it forward on May 15 and instead potentially move it forward
during the May 20 Wrap-Up meeting.
Eric Eisenberg discussed a resolution to assign storage rights under an internal county memorandum of
understanding to the Chehalis River Basin Flood Control Zone District.
Commissioner Pollock made a motion to move two notice items, two consent items and nine
deliberation items (excluding the Teamsters resolution) to the Tuesday, May 21, 2024, BOCC agenda.
Commissioner Swope seconded. Motion passed 3-0.
Roundtable
Office and department representatives provided updates, including the following:
• Becky Butler invited volunteers to participate in Gary Grams and the upcoming Employee Picnic
• Mindy invited attendees to an 11:30 a.m. May 29 sendoff for Lee Napier.
• Rocky Lyon said the transfer stations will be closed May 21 and that a recycling event is planned
for May 22 in Winlock.
• Meja Handlen discussed the upcoming Special Olympics torch run.
• Daleyn Coleman discussed legislative changes upcoming regarding 911’s move to interest arb,
Workers’ Comp changes
