Public comment: None.
Charles Edmonson discussed a resolution to reappoint Brian Thompson and Gary Gorremans to the
Lewis County Noxious Weed Control Board.
Ross Nielson, Arny Davis and Becky Butler discussed a resolution to award contract for Assessment &
Tax System to Tyler Technologies.
Mindy Brooks discussed a resolution to authorize the Director of Community Development to
commence negotiations with the City of Centralia for an interlocal agreement to annex territory within
the urban growth area.
Daleyn Coleman discussed a resolution to amend Resolutions 22-251 and 22-348 to establish a separate
PEBB Benefit Package for Casual (Seasonal and Non-Seasonal) Employees effective June 1, 2024.
Daleyn Coleman discussed a resolution to amend the current 2022-2025 collective bargaining
agreement between Lewis County and Teamsters #252 Combined Group effective May 28, 2024.
Meja Handlen discussed a resolution to approve Consolidated Homeless Grant (CHG) Contract #24-
46108-18 Amendment A between the Washington State Department of Commerce Housing Division
Homelessness Assistance Unit (HAU) and Lewis County.
Meja Handlen discussed a resolution to approve Contract #T03-0213-23 between Thurston County and
Lewis County.
Rieva Lester discussed a resolution to approve $350,000 .09 grant to Economic Alliance to finance
personnel in its economic development office.
Ryan Barrett discussed a resolution to approve a personal services agreement with Lewis County
Community Health (a.k.a. Valley View Health Center) for project management services related to the
Lewis County homeless shelter's construction.
Commissioner Pollock made a motion to move two consent items and nine deliberation items to the
Tuesday, May 28, 2024, BOCC agenda. Commissioner Swope seconded. Motion passed 3-0.
Roundtable / Wednesday Workshop
Office and department representatives provided updates, including:
• Vader Water bids were received May 17 and are being reviewed.
• Central Shop fuel project bids due May 24.
• County working to secure additional funding for Packwood sewer project.
• Gary Grams will be provided May 22 in honor of late Commissioner Stamper’s birthday.
• Staff is working on a Service Animal policy.
• Departments will need to start on internal service rates soon and will coordinate with Matrix.
Wednesday Workshop
Napavine: Commissioner Brummer noted that Napavine Mayor Shawn O’Neill will give a presentation
May 28 about the city’s American Rescue Plan Act project, for which the county provided funding.
Letter of support: The commissioners agreed to sign a letter of support regarding Veterans Journey
Forward’s application for a veterans services grant to bring a renowned speaker to the Lewis County
area.
Centralia annexation interlocal agreement - Mindy Brooks provided an overview of a new RCW-
approved process through which the city of Centralia is proposing to annex property from its UGA.
Emil Pierson said the first areas the city will propose for annexation will be in the Fords Prairie, Nick
Road, Lone Oak, Woodland Avenue, Long Road and Reynolds Avenue areas.
