Public comment: None.
PDC complaint: At 9 a.m., Commissioner Pollock announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 9:05 a.m. to discuss a Public Disclosure Commission
(PDC) complaint.
Executive session ended at 9:05 a.m. Commissioner Pollock noted that no decisions had been made.
Commissioner Swope made a motion to direct the Prosecuting Attorney’s Office to respond to the Public
Disclosure Commission (PDC) complaint against the 911 director. Commissioner Pollock seconded.
Motion passed 2-0.
PHSS reorganization: Meja Handlen reviewed the following proposed changes:
• Create Business Office Manager position and freeze Administrative Assistant Senior position.
• Create Accounting Analyst position and freeze Accounting Specialist position.
• Create Administrative Assistant position and freeze Customer Service Representative position.
• Create Social Services Supervisor position.
• Create Code Compliance Supervisor position and freeze Code Compliance Manager position.
• Freeze one FTE and one .5 Code Compliance Specialist position.
• Freeze Administrative Assistant position in Environmental Health.
Commissioner Swope made a motion to:
• Create Business Office Manager position and freeze Administrative Assistant Senior position.
• Create Accounting Analyst position and freeze Accounting Specialist position.
• Create Administrative Assistant position and freeze Customer Service Representative position.
• Create Social Services Supervisor position.
• Create Code Compliance Supervisor position and freeze Code Compliance Manager position.
• Freeze one FTE and one .5 Code Compliance Specialist position.
• Freeze Administrative Assistant position in Environmental Health.
Commissioner Pollock seconded. Motion passed 2-0.
Sheriff’s Office Community Service Officer positions: Commissioner Swope made a motion to:
• increase the Sheriff’s Office budget for 2024-25; and
• add two FTE Community Services Officer positions to the Sheriff’s Office as proposed.
Commissioner Pollock seconded. Motion passed 2-0.
Robinson Brothers Construction (RBC) contract extension request: Becky Butler outlined Robinson
Brothers Construction’s request for a 30-day extension.
Commissioner Swope made a motion to approve the 30-day extension to the Robinson Brothers
Construction contract. Commissioner Pollock seconded. Motion passed 2-0.
American Rescue Plan Act (ARPA) transfers: Becky Butler said the discussion would be delayed.
Teams retention change: Matt Jaeger said the retention will change to 30 days.
Schedule for Fair week (Aug. 13-18): The commissioners said they would like to cancel the Aug. 13
Business Meeting due to that day’s Opening Ceremonies. They said they will heavily limit the week’s
number of meetings.
Citizens Budget Committee: The commissioners said they will welcome all four applicants for the
Citizens Budget Committee.
Change order review: Doug Carey reviewed the following two change orders:
• Jail door: roughly $23,000
• Jail intercom: roughly $20,000
Salary Commission and Indigent Defense caseloads: The commissioners had no changes for the draft
press releases.
