Public comment: None.
Executive session topics: At 9:35 a.m., Commissioner Brummer announced that the Board would be
going into executive session under RCW 42.30.110(1)(i) until 9:55 a.m. to discuss the four following
topics:
• Juvenile Rehabilitation (JR)
• Opioid litigation / Kroger
• Mossyrock insurance / Restorical Research
• Hackney tort claim
Executive session ended at 9:55 a.m. Commissioner Brummer noted that no decisions had been made.
Commissioner Pollock made a motion regarding the pending opioid litigation to not opt out of the plan
to add additional defendants. Commissioner Swope seconded. Motion passed 3-0.
Commissioner Pollock made a motion to authorize David Bailey to communicate with outside counsel to
accept the settlement offer related to Mossyrock insurance / Restorical Research. Commissioner Swope
seconded. Motion passed 3-0.
Commissioner Pollock made a motion to deny the tort claim recently submitted by Dena Hackney.
Commissioner Swope seconded. Motion passed 3-0.
At 9:58 a.m. Commissioner Brummer recessed the meeting until 11:15 a.m.
The meeting resumed at 11:20 a.m. with Commissioner Brummer, Commissioner Pollock, Commissioner
Swope, Ryan Barrett, Becky Butler, Shad Hail, Mindy Brooks, Doug Carey, Daleyn Coleman, Tina
Hemphill, Erika Katt and Kate Chatterton in attendance.
Juvenile personnel requests: Shad Hail outlined requests regarding succession planning for Probation
Officer Dean Durant, who is retiring in November, as well as the additional classification of a Legal
Assistant III potions. The commissioners approved Shad’s plan as presented.
Commissioner Pollock made a motion to approve the Juvenile requests as proposed in the memo Shad
Hail provided. Commissioner Swope seconded. Motion passed 3-0.
Donkey Fire: Erika Katt provided an update on the Donkey Creek wildfire, which has charred roughly 40
acres in the Pe Ell area.
Risk staffing: Becky Butler outlined requests related to the Safety Officer, Claims Administrator and Risk
Manager positions.
Commissioner Brummer made a motion to approve reclassifying the Claims Administrator position as
the Risk Manager position as proposed. Commissioner Pollock seconded. Motion passed 3-0.
Comprehensive Plan Periodic Update: Mindy Brooks provided updates regarding the process and
timeline for the Comprehensive Plan.
