2025-03-17 PHSS budget requestv.a,d, /&,/a 360 NW North Street Public Health & Social Services I Chehalis WA98532 1 To: Board of County Commissioners From: Meja Handlen, Public Health & Social Services Director RE: Public Health Fund 1900 One-time transfer exemption Date: March 13, 2025 Commissioners, The Washington State Department of Health's budget shortfall will directly impact Lewis County Public Health Services, requiring proactive measures to ensure the stability of essential local services. To reduce reliance on uncertain future funding and maximize efficiency, I request approval for a General Fund transfer of $600,000 which is $49,385 less than our 2024 budgeted request for Public Health Fund 1900. This one-time request would allow for the future utilization of $94,613 combined funding from recent miscellaneous revenue of $70,373 (see attached email) and the State Public Health transfer of $24,240. This approach will enable us to preserve local control, adjust as future state budget constraints occur, and provide critical public health services. This strategic move ensures fiscal responsibility while continuing to support essential public health services for Lewis County residents. I appreciate your consideration of this request. There's really not a lot of information on that state general fund distribution. From SAO BARS Manual - 336.04.24 Co1W Public Health Assistance Use this account for the state distribution authorized by the 2013 2ESSB 5034, section 710. The bill allocates $36,386,000 for county public health assistance to the local health jurisdictions in FY2014 and FY2015. The local health jurisdictions are required to provide reports regarding expenditures to the legislature from this revenue source..
