Public comment: None.
Executive session: At 9:02 a.m., Commissioner Brummer announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 9:17 a.m. to discuss two topics: Estrada tort claim and
Napavine request regarding BLA / annexation.
• At 9:17 a.m., Commissioner Brummer extended executive session until 9:22 a.m.
• At 9:22 a.m., Commissioner Brummer extended executive session until 9:27 a.m.
Executive session ended at 9:27 a.m. Commissioner Brummer noted that no decisions had been made.
Commissioner Pollock made a motion to direct David Bailey to send a letter to the city of Napavine to
deny the boundary line agreement request as discussed in executive session. Commissioner Swope
seconded. Motion passed 3-0.
Wes Anderson discussed the temporary closure of King Road to all through traffic for a bridge scour
project.
Wes Anderson discussed the temporary closure of Labree Road to all through traffic for a culvert
replacement.
Erika Katt discussed a notice of hearing to update Chapter 3.02 - Emergency Management Operations
and Plan - of Lewis County Code.
Linda Mastin discussed a resolution to list the bids received and award the contract for the historic
courthouse masonry rehabilitation project, phase 2.
Erika Katt discussed a resolution to approve an interlocal agreement (ILA) for emergency management
services between Lewis County Emergency Management and the City of Chehalis.
Wes Anderson discussed a resolution to approve Local Agency Agreement and Federal Aid Prospectus
between Lewis County and Washington State Department of Transportation (WSDOT) for the federally
funded Ceres Hill Road (CRP-2204) bridge project.
Wes Anderson discussed a resolution to approve a consultant agreement with David Evans and
Associates, Inc. (DEA) for Structural Engineering Services - Preventative Maintenance, CRP 2199.
Jenn Libby-Jones discussed a resolution to a approve an Interlocal Agreement between Lewis County
Public Safety Parties for the Operation, Maintenance and Participation in Lewis County 911.
Jenn Libby-Jones discussed a resolution to approve an interlocal agreement between Lewis County and
the City of Chehalis Public Works for support of radio communications equipment and systems.
Mindy Brooks discussed a hearing for Ordinance 1363 to amend Chapter 1.20 - General Penalty and
Fines, Civil Penalty and Notices of Violation - of county code.
Commissioner Pollock made a motion to move three notice items, two consent items, six deliberation
items and one hearing to the Tuesday, May 13, 2025, BOCC agenda. Commissioner Swope seconded.
Motion passed 3-0.
Announcements / new business
Department heads shared updates, including the following:
• Becky Butler: Fleet, IT and Facilities have training later in the week. Drug and alcohol policy.
• Meja Handlen discussed the possibility of decreasing the hours of operation for the water lab
due to rising costs.
• Mindy Brooks reminded the group about proposed changes to the Comp Plan.
• Wes Anderson said Barnes Drive paving is nearly complete
Wednesday Workshop
Night-by-night shelter - deferred improvement agreement: Eric Eisenberg said the city has proposed a
deferred improvement agreement for Grove Street that would defer or negate a need for frontage on
that street.
Commissioner Pollock made a motion to allow the County Manager to sign the deferred
improvements agreement with the city of Chehalis for Grove Street subject to subsequent ratification
via resolution in the future. Commissioner Swope seconded. Motion passed 3-0.
Ordinance 1363: Mindy said the proposed code would do the following:
• Add language that clarifies the prioritization of code enforcement.
• Establishes appeal process regarding unfit structures.
• Adds the option to issue a lean against properties for citations left unpaid after 90 days.
Mindy said she also will add information about voluntary abatement.
