2025-05-12 Wrap-Up County ManagerBOCC Wrap-Up / County Manager Update May 12, 2025 9:01 a.m. Present: Commissioner Brummer, Commissioner Swope, County Manager Ryan Barrett, Becky Butler, Mindy Brooks, Bradley Clark, Chief Chris Sweet, Undersheriff Kevin Engelbertson, Meja Handlen, David Bailey, Commissioner Pollock Guest(s): Unnamed guests Recorder: Rieva Lester Public comment: None. Executive session: At 9:01 a.m., Commissioner Brummer announced that the Board would be going into executive session under RCW 42.30.110(1)(i) until 9:12 a.m. to discuss three topics: Naphcare amicus brief, Great Rivers Behavioral Health and Hornberg mediation. Commissioner Pollock joined executive session by phone at 9:02 a.m. At 9:12 a.m., Commissioner Brummer extended executive session until 9:14 a.m. Executive session ended at 9:14 a.m., at which time Commissioner Pollock left the meeting. Commissioner Brummer noted that no decisions had been made. Commissioner Swope made a motion to authorize the County Prosecutor to sign on to the amicus brief in the Spokane Naphcare appeal. Commissioner Brummer seconded. Motion passed 2-0. Commissioner Swope made a motion to authorize the County Manager to participate in the mediation of the Hornberg matter with settlement authority as discussed in executive session. Commissioner Brummer seconded. Motion passed 2-0. SmartGov permitting software update: Mindy Brooks said the SmartGov rollout is being delayed from July to November. Stamper memorial: The commissioners discussed the June 4 planned unveiling of the Gary Stamper Memorial overlook. Meeting adjourned at 9:22 a.m.
