Commissioner Brummer announced that the Board would be going into executive session under RCW
42.30.110(1)(i) until 9:20 a.m. to discuss three topics: Bellacosa mediation, Drug Court services
agreement with Centralia PD, and Hornberg mediation.
• At 9:20 a.m., Commissioner Brummer extended executive session until 9:23 a.m.
• At 9:23 a.m., Commissioner Brummer extended executive session until 9:26 a.m.
• At 9:26 a.m., Commissioner Brummer extended executive session until 9:28 a.m.
Executive session ended at 9:28 a.m. Commissioner Brummer noted that no decisions had been made.
Commissioner Pollock made a motion to authorize the county manager to participate in the Bellacosa
matter as discussed in executive session. Commissioner Swope seconded. Motion passed 3-0.
Commissioner Pollock made a motion to add Resolutions 25-146 and 25-147 to the May 20, 2025, BOCC
Business Meeting agenda. Meja said Resolution 25-146 will allow for contract increases. Resolution 25-
147 will allow Matt Patana to provide project management and oversee additional work. Commissioner
Swope seconded. Motion passed 3-0.
Geoff Soderquist and Tim Mixer discussed Fleet’s electric vehicles. They said the Department of Ecology
has issued new restrictions in an effort to lead the state to its goal of zero emissions. They said the new
restrictions affect the dump truck Lewis County uses. Tim said there is an exemption for certain vehicles,
and the County needs to apply. Tim said even more emissions restrictions will be added effective Jan. 1,
2026, increasing the cost to modify the county’s vehicles by $16,000 to $20,000. Tim said the costs for
three vehicles have been added to the budget but that he would like to budget for six to avoid
additional costs to the County. Geoff said there is money in ER&R to fund the purchase of the three
additional chassis. Commissioner Swope asked for a list of concerns. Commissioner Pollock made a
motion to authorize the purchase of three additional chassis from ER&R funds. Commissioner Swope
seconded. Motion passed 3-0.
Commissioner Swope spoke about the C-PACER program. The borrower would be the senior living
company. Arny Davis suggested that if the County had no liability, there should be a caution for funds
should be set aside by the borrower for later years. Becky said this will be an administrative burden on
Lewis County. Arny said if there is a responsibility of the County such as an additional tax or an
administrative burden, then he would be opposed. Commissioner Brummer said this would incur an
additional tax assessment.
Gary Fredricks talked about the MOU between WSU and Lewis County.
Rocky Lyon said there is no actual bill for Jason Adams’ position, which is addressed in the MOU. He said
there is an agreement between WSU and Lewis County that makes Lewis County responsible for paying
for half of Jason Adams’ position. Becky said Solid Waste could do a budget transfer to cover its portion
of Jason’s position. Becky said the contract for 2026 would need to be fixed.
