Rieva Lester discussed a resolution to reappoint Ross Petersen to the Public Facilities District (PFD) Board of Directors. Erika Katt discussed a hearing for Ordinance 1365, which would amend Chapter 3.02 -- Emergency Management and Operations -- of Lewis County Code. Commissioner Pollock made a motion to move two consent items, one deliberation item and one hearing to the Tuesday, June 10, 2025, BOCC Business Meeting agenda. Commissioner Swope seconded. Motion passed 3-0. Commissioner Pollock made a motion to add an executive session discussion regarding the Bellacosa case to the day’s agenda. Commissioner Swope seconded. Motion passed 3-0. Commissioner Swope made a motion to add an executive session discussion regarding the sanctuary county designation to the day’s agenda. Commissioner Pollock seconded. Motion passed 3-0. Announcements / new business Department heads provided updates. Undersheriff Kevin Engelbertson said Naphcare has proposed significant increases to its health care contract. At 9:17 a.m., Commissioner Brummer announced that the Board would be going into executive session under RCW 42.30.110(1)(i) until 9:48 a.m. to discuss the following topics: • Potential litigation related to Commerce funding • Hornburg mediation • Workers’ comp claim • Sanctuary county designation • Bellacosa discussion At 9:48 a.m., Commissioner Brummer extended executive session until 10 a.m. Executive session ended at 10 a.m. Commissioner Brummer noted that no decisions had been made. Commissioner Pollock made a motion to authorize outside counsel to proceed with arbitration in the Bellacosa matter as discussed in executive session. Commissioner Swope seconded. Motion passed 3- 0. Commissioner Pollock made a motion to authorize outside counsel to appeal to Superior Court the Labor and Industries Board Decision regarding the Workers’ Comp claim. Commissioner Swope seconded. Motion passed 3-0. Commissioner Pollock made a motion to authorize outside counsel to proceed with litigation regarding the Hornburg matter as discussed in executive session. Commissioner Swope seconded. Motion passed 3-0. Commissioner Swope made a motion to add the Tuesday, June 10, 2025, a resolution declaring that Lewis County is not a “sanctuary county.” Commissioner Pollock seconded. Motion passed 3-0.
