Dear Sheriff Snaza and Chief Sweet:
Everhealth greatly values our partnership with the Lewis County Sheriff’s Office and the
accomplishments we have achieved in fulfilling our mission of improving and saving lives at the Lewis
County Jail. As you are aware, we have been facing increasing challenges in providing correctional health
care services in Washington State. Due to the rising costs of insurance, increased legal liability and risk,
increasing costs in the healthcare labor market, and other inflationary pressures, we are re-evaluating the
terms of Everhealth’s contracts in the State of Washington.
Additional Staff
As an initial matter, we continue to request the addition of 0.2 FTE Psychiatric Nurse Practitioner
(NP) time, 1.0 FTE Mental Health Professional (MHP) time, and to shift to providing registered nurses
(RNs) at intake. We have provided a breakdown of the cost of adding the requested staffing changes below
and we request that these changes take effect September 1, 2025:

We have reached a juncture where we can no longer continue to provide correctional health care
services in Lewis County without amending the Agreement. We therefore respectfully request an increase
of 25% effective January 1, 2026 and another increase of 25% effective July 1, 2026. The following table
provides a pricing breakdown of our both our staffing and pricing adjustment requests:

We acknowledge that this request seeks a significant increase in compensation and we do not make
this request lightly. Our intention is to give the Lewis County Sheriff’s Office an ample amount of notice
to evaluate this request. Everhealth is also open to discussing alternative solutions for restructuring the
Agreement to address the significant challenges we are facing in providing correctional health care
services in Washington. No matter the decision, Everhealth is committed to working with the Lewis
County Sheriff’s Office to continue to provide the highest level of correctional health care services at the
Lewis County Jail for so long as we are the contracted health care provider. If you decide to move in a
different direction, Everhealth is always willing to provide our electronic health record (EHR) system,
TechCare, as an individual service and to negotiate an EHR contract price.
We greatly appreciate our partnership and the relationship we have built over the years in providing
excellent health care services at the Lewis County Jail. Thank you for your attention to this matter. Should
