2015-11-16 WUBOCC Wrap-up November 16, 2015 8:30 am Present: Commissioners Fund, Stamper and Schulte, Dianne Dorey, Assessor, Marci Miess, RC Chavez, Candace Hallom, and Omroa Bhagwandin Reporter: Karri Requires present staff to stay in office for two more months-the appraisers are the ones who talk to the tax payer about the way the property was appraised. Commissioner Schulte stated he does not believe this. Dianne stated they have about 2,000 phone calls after evaluations are sent out. Commissioner Schulte does not want his staff locked up over the holiday season. Treasurer Office-If people pay taxes before the changes are made there may be refunds needed. The Assessor’s employees will be out of the system in order to certify. The day the certification is completed tax payers can pay their taxes. If there is a 30 day window the changes are in the levy process. If the date is 60 days the changes are not in the current levy process. Commissioner Schulte asked how this makes a difference from the way the Assessor’s Office is doing it now. He feels this is giving the BOCC Staff an extra 30 days to process the appeals. Dianne gave letter that may go out to taxing districts. Commissioner Fund asked if this was delayed a year it her office would have better planning for next year. Candy stated she has been told that the evaluations were going out in two weeks. In 2011 the revaluations went out late and it was terrible during the Christmas season. It isn’t secretive because we did it a couple of weeks ago. Commissioner Stamper does not understand the process and he is getting conflicting information from other staff. There was discussion on how this resolution came before the Board. Commissioner Stamper would have liked more time to go through this process. Commissioner Schulte stated the truth is the Assessor’s, Treasurer’s and Jr. Taxing Districts will not be affected by this decision. Commissioner Stamper is frustrated because he does not have the history. Looking at this and if it we wanted to change it we should of discussed this two months ago. He asked if waiting another week would be okay. Candace stated the value change notices will say 30 days. If this done after this week, the BOCC staff can let people know that they have an extra 30 days to appeal. This will be tabled for another week. Commissioner Fund wanted to discuss what is going on this week. Lisa Wilson joined the meeting. The Board went over the calendar for the week with staff. There was discussion on Christmas in the Courthouse during the month of December. Commissioner Stamper asked if any other information on the Pac Mt. Workforce Development Council Meeting adjourned at 9:45 am
