ISSUES FROM PREVIOUS MEETINGS:
• Behavioral Health Organization (BHO) Development update – Danette
Discussion: A committee will be interviewing for the CEO position on January 13, and
the Governing Board will interview on January 14.
• Coal Creek Update – Danette
Discussion: Nothing new at this time.
• ACH/CPAA update – Danette
Discussion: We received word that CHOICE received the grant from the State
Department of Health for the marijuana prevention and education program for the seven
county region of the ACH for approximately $400,000.
FYI: The Public Health & Social Services department has applied for a grant from DSHS
for our start-up costs for Nurse Family Partnership but have not heard back yet.
• Coordinated Entry Housing Program update – Danette
Discussion: The Housing Resource Center volunteered to be over the project but the
County may need to take it on. The building the County now owns (formerly the Star
Tavern) may work well as a central input location where Coordinated Entry staff could
perform the assessments. It has two apartments that we may be able to use for
emergency transitional housing. We would need to keep more housing dollars in the
County if we were to perform the Coordinated Entry duties. Danette requested that she
and Michael Strozyk look at the building to see what it needs and the cost to fill those
needs. The Commissioners approved Danette’s request. The deadline to have the
Coordinated Entry Housing Program up and running effectively is mid-January.
Decision: Danette and Michael Strozyk will look at the building in Chehalis to see if it
could be used for Coordinated Entry Housing and determine the cost to furnish and make
it accessible.
NEW ISSUES:
• Updated List of Code Enforcement Cases (handout) – Bill Teitzel
Discussion: The following items were discussed:
o #1 – Pieces Family Trust (Bonagofski) 1303 W. Reynolds Ave., Centralia – Bill
provided a picture of how the property looks. Bill would like to see some progress on
this property and feels the owners need to be informed that they need to get this
property cleaned up in a timely manner. Commissioner Stamper stated he has noticed
activity at the site.
o #2 – Jemison, Jimmie – 1668 Little Hanaford Rd., Centralia - Eric Eisenburg has a
lawsuit pending.
o #3 – Huntting, Leonard - He is a sovereign citizen. Bill spoke with him yesterday. Mr.
Huntting has applied and paid for a building permit for a two-story structure.
o #4 –- Templeton, Howard – 120 Wright Rd., Glenoma – Mr. Templeton has allegedly
expanded the dam and is making a pond next to the house. By looking at some aerial
photography, Bill could see some recent construction there on the creek.
o #5 –- Wyatt, Calvin – 175 Blue Rd., Centralia – The County spent $35,000 in 2009 to
abate this property. The money has not been paid back and the property is going
towards tax foreclosure. If it is sold through Sheriff’s Auction, the County should be
paid back and funds will go back into the solid waste abatement seed account.
Other Code Enforcement Issues:
o Commissioner Stamper stated there is a tree farm in Mossyrock located before the
bridge on the west side of the road. It a two to three acre property and looks like some
homeless people have set up camp and brought in trailer houses.
o Commissioner Schulte stated there is a sliding truck camper on Chandler Road.
Someone has built a plywood entry, covered it with a tarp and brought in a second
camper.
Decision: Smokey will look into these.
• Nurse Family Partnership program development– Danette
Discussion: We have completed the proposal and application and have a phone call
scheduled next week to answer any questions they might have about our application.
This is a prevention program and we have to follow specific guidelines. We hope to hire
someone in February so we can send them to the training scheduled in March. Donna
Muller will be taking the full-time position and we will hire a full time employee who will do
part-time for NFP and part-time in Communicable Disease.
• 2015 PHSS goals status and 2016 PHSS goals – Danette
Discussion: Danette shared her 2015 goals explaining what she completed and what is
still in process. In 2016, Danette hopes to update the Strategic Plan for the Public Health
& Social Services department. She wants to make sure we align strategic goals with
CHIP and ACH plans and make sure we consider Foundational Public Health Services as
well.
Danette plans to continue involvement with and enhance knowledge of BHO services.
She feels we will have a major change in our department. Carolyn Price may go to work
for the BHO and the Mental Health Liaison position will not be needed anymore. We will
need a position paid through the BHO to be housed at the County so we will need to hire
someone to be that voice for the county.
Danette’s third goal is to get the Commissioners more information on what it would mean
to go to a Tobacco Free Campus. The desired effect is to decrease tobacco use.
BOH ISSUES:
The January Board of Health will be held on Monday, January 11, 2016. Two resolutions and
an update on the TB patient are on the agenda.
Danette stated that she will bring the number of hours spent on Public Disclosures per
quarter to Commissioner Schulte at the Board of Health as he requested.
OTHER ISSUES of Concern to the BOCC:
• Drug & Alcohol Education in Outlying areas – Commissioner Stamper
Discussion: Commissioner Stamper had a concern about the BHO – He feels some
public schools in the County may not be receiving the services they are paying for. He
met with providers regarding drug and alcohol education/prevention. His main concern is
that we are paying a provider an amount equaling three to four hours which includes
commuting for only one hour of service in the White Pass and Pe ell areas (far ends of
county). He felt it would be better to have a provider located there. Would it be possible
for them to work through the hospital?
Decision: Danette will talk to Matt Patten and Mindy Greenwood to see if they have a
plan to locate a provider in the outlying areas of the county and whether Cascade has a
plan to get a chemical dependency person in the Morton office.
• PacMtn Regional Integrated Service Delivery Team – Danette
Discussion: Danette received an invitation to attend an all-day meeting in Tumwater on
January 21 and wanted to know if the Commissioners knew about this team. She plans to
attend if needed. Commissioner Fund has attended these meetings and will see if she is
available. Commissioner Stamper has also attended a meeting. We have a local group
called THRIVE that is part of this and Meja Handlen is a member. Meja may be the best
person to attend and bring back information.
Decision: Danette will talk to Meja to see if she will attend the meeting.
Commissioner Fund mentioned we are trying to consolidate ATOD, another committee,
and mental health to form a new committee. Danette added that they met yesterday.
