January 6, 2016
10:15 am
Present: Commissioners Stamper, Fund and Schulte, Glenn Carter and Tim Elsea
Recorder: Karri Muir
CWOG
Glenn discussed the agreement that Bill Fashing sent back for the BOCC approval. The part that is not
addressed a legal issue. Glenn noted that he does not believe CWOG has the legal authority to provide
for the interlocal. This agreement does not provide for the designation of the Governing Board. He
would like to know how the Governing Board is going to be determined.
Tim noted that Lewis County has a Council of Governments, the RTPO. He suggested we make some
changes to the document. He noted that WADOT is asking for a master economic development plan for
the North County Interchange. He suggested we ask the CWOG if they would help pay for this plan. We
could then look at starting our own EDA in Lewis County.
Glenn noted that the BOCC should contact Congresswoman Herrera Beutler’s Office regarding the North
County Interchange.

Glenn went over a draft letter regarding the HPA that they would like the Public Works Director to sign
off on.
