Present: Commissioners Stamper, Fund, and Schulte, Shari Hildreth, Dale Lewis, Matt Matayoshi and
Glenn Carter

Glenn noted the interlocal agreement from CWOG. He does not feel that the COG has the authority to
engage in legal, financial, administrative and business transactions. They have very limited authority
according to the laws. Lewis County suggested that the governing body stay the same as the agreement
that was being amended. The new agreement does not specify who will be the governing body. He
suggests a commissioner from each county. If at that time the Commissioner would like to appoint
someone to the governing board they would be able to do so.
Matt noted that the Economic Development District(EDD) is separate from the COG.
Commissioner Schulte stated we are reluctant to sign the CWOG agreement, yet we still need an
Economic Development District. We were told that the Dept. of Commerce and Congresswoman
Herrera-Beutler’s Office would need to get this passed. We are very different from Cowlitz and
Wahkiakum, and Thurston County.
Glenn discussed the changes in the current agreement. He feels the long term solution would be to
implement an EDD for Lewis County.
Shari noted that her office would be more than happy to help in whatever the Commissioners decide to
do.
We need to find out what the process is to start an EDD in Lewis County. If we cannot do that, would it
be possible to join another EDD that fits Lewis County’s needs. Glenn does not feel it would make sense
for Lewis County to join another county.
Shari noted that they will find out how the process works and get back to the County.
