2016-01-13 BOCC PW Individual Update Meeting NotesLewis County Board of County Commissioners Public Works Update January 13, 2016 Present: Commissioner Gary Stamper, Commissioner Fund, Commissioner Bill Schulte, Tim Elsea, Dianne Dorey, Paulette Young and Lara Seiler, recorder. Meeting Started 9:53 am ADMINISTRATION Motor pool Underground Storage Tanks- Tim gave a history of the underground storage tanks at Motor pool. In the mid 90’s a storage tank leaked, several clean up’s took place and a final cleanup was done in 1998 in which the tank was removed. The project originally resided in facilities and then was transferred to Public Works. Some of the details of the project were lost and some had to be recreated. Public Works contacted Department of Ecology to get a copy of their file so we would know how to proceed. It appears that underground storage tanks had been leaking and free product was found in the ground which got up underneath the Motor pool building. Although there had been cleanup efforts, the project had not received final closeout from DOE. In 2011 the BOCC received a letter from DOE in which they noted that this issue was still an open item and wanted to know what the county was going to do next. Public Works is contracted with Sound Earth Strategies and they figured out the extent of the issue. The contamination is very close to where the excavation was done but it doesn’t appear to be migrating very far. Tim noted it is not moving fast or towards the ground water as it is in tight soils and self-contained. Tim met with the Dept of Ecology and they noted that if it were up to them they would leave the rest of the tanks in place unless there was a plan to sell or demolish the building. Tim noted the next step is to do vapor testing in the motor pool building. Paulette left the meeting at 10:10 am Dianne Dorey joined the meeting at 10:11 am Assessor Vehicles- Discussion was held regarding the age and condition of the Assessor vehicles. Tim presented the board with several purchase and funding options for new vehicles. It was noted that the newest vehicle the Assessor has is 7 years old. Tim also noted that they are on a replacement schedule. He suggested using some of the fund balance and then building it back up. The board would like Tim and Dianne to meet and discuss more replacement options then bring back to the board at a later time. Dianne left the meeting at 10:21 am Mickelson Parkway- Brief discussion was held regarding the Mickelson Parkway hearing. Meeting recessed at 10:34 am. until 4:20 pm.
