2016-01-19 BOCC Update Health Minutes(2) BOCC Update Minutes January 19, 2016 Start Time: 9:30 am End Time: 10:30 am Present: Commissioner Fund Danette York Commissioner Schulte Bill Teitzel Commissioner Stamper Recorder: Sandi Andrus ISSUES FROM PREVIOUS MEETINGS: • Behavioral Health Organization (BHO) Development update – Danette Discussion: Interviews for the CEO were held last week by an interview board and then by the Governing Board. Commissioner Fund is a member of the Governing Board. • Coal Creek Update – Danette Discussion: The City is moving towards the planning stage with Summer 2016 as the target date. • ACH/CPAA Update – Danette Discussion: The Regional Health Improvement Plan is moving forward and CPAA has submitted proposed projects for the Medicaid Waiver. • Coordinated Entry Housing Program update – Danette Discussion: Michaelle Sorlie attended the National Conference last week in New York. She took a course on Coordinated Entry and is planning on contacting people in the Phoenix, Arizona area to get information on how they are proceeding with this program. The County is considering taking supervision of this program. Danette had the go-ahead to determine costs for the program with Michael Strozyk so will now work with Steve Walton on this project. NEW ISSUES: • Updated List of Code Enforcement Cases (handout) – Bill Teitzel Discussion: The following items were discussed: o #1 – Pieces Family Trust (Bonagofski), 1303 W. Reynolds Ave., Centralia – The Prosecutors’ office is moving forward with this case. o #2 – Deck, Leilani, (Mossyrock bridge) 0 US Hwy 12, Mossyrock – Bill confirmed there are campers on the property. He sent them a Notice of Violation. The owner responded to the NOV and essentially stated the people are homeless and she will not be removing them. o #3 – Compher, William, 0 Skate Creek Rd, Ashford – The owner will come into the office on February 4th to see what he needs for a permit(s). o #4 – Askin Land Co., 757 Spencer Rd., Toledo – Bill met with the owners last year but they have not done anything yet and are still booking events. Bill may have to send a Notice of Violation. o #5 – Fire Mountain Farms, 349 State Route 508, Chehalis – Department of Ecology allowed them to remove liquid off the top of the lagoons and transport it to Emerald Kalama Chemical (EKC). It will take a long time as they are able to pump only ¼ inch per day. The solids accumulating at the bottom are considered a dangerous waste. o #6 – Norris, Bruce and Nichols, Delbert, 242 US Hwy 12, Chehalis - Mr. Nichols has a dispute going with Mr. Norris. Code Enforcement issues are with Mr. Nichols. o #7 – Graham, Albert, 120 Highline Dr., Chehalis – Bill is meeting with them today to hear their concerns. Mr. Graham tore down the old house that used to be on this site which used a well that was drilled in the 1970’s. He obtained a building permit from the City but the City did not require him to get a LCPH&SS Shared Well/Group B permit before building which he should have. When he built the new house the old water system was no longer vested, it put him under the current rules. He is currently living in his home without an approved water source and is now sharing a well that is located at 124 Highline Drive. They have the options of: 1) using neighbor’s well and putting in a covenant or getting an engineer to come in to get a justified setback and drill on his property or 2) construct their own well and water source for a single family residence. We don’t know at this time if we may be able to grandfather him in under the lot line rule. o Bill stated that he tries to follow up with the City of Chehalis Community Development when he receives complaints but he has a hard time getting feedback and cooperation. From now on he plans to submit a public disclosure request if he wants anything. Commissioner Stamper stated he will be meeting with Dennis today and can discuss this. Bill added that they used to meet monthly but that has been suspended and they send the County a list of those who applied for permits but it is often incomplete and we have no idea what the status is on the people on the lists. o Bill cited the occupants at 1700 Ferrier Rd in Winlock for solid waste and mobile home occupancy requirements o Bill has not checked out the property on Pinkerton Road yet. o The Jorgensen Road Market (Jay Station) has an easement to build a new septic system. Washington State Department of Health has concerns with the Group A water system serving the property and the food permit will be suspended if DOH red flags the system. OTHER ISSUES of Concern to the BOCC: • CHOICE – Danette Discussion: CHOICE Board meeting will be held today and Danette will attend. • MOU between Code Enforcement (CE) and Solid Waste (SW) – Danette Discussion: Danette revised the agreement between Code Enforcement and Solid Waste that requires SW to offset some CE current expenses. The agreement was for $100,000 and ended on December 31, 2015. This new agreement will also be for two years, 2016-2017. Quarterly reports and invoices are submitted. We are waiting for Tim Elsea to review the revised agreement and get back with us. • Update on TB Patient – Danette Discussion: The TB patient is doing well and gaining weight. One contact we have been monitoring has latent TB. He has an appointment for a chest x-ray and appointment at Valley View. Decision: Danette will keep the Commissioners updated. • Septic Installers – Danette Discussion: Commissioner Stamper asked about the septic installers in Lewis County and if there is any opportunity for them to take classes here rather than travel long distances such as going to Portland. Danette stated that they are looking for classes to offer them that would provide the CEU’s they may need. She stated that it may be difficult to offer all 30 CEU’s in five years within Lewis County. There is some online training available and Thurston County may provide some training they could also take. Meeting ended at 10:30 am.
