ISSUES FROM PREVIOUS MEETINGS:
• GRBHO update: Tribe meetings (handout) – Danette
Discussion: Marc Bollinger accepted the position as CEO and started February 1, 2016.
He is working on incorporating the tribes and scheduling meetings for the counties’ Public
Health departments and Commissioners to meet. The Cowlitz tribe is in our county.
Decision: Danette will follow up on when the meeting to discuss the Cowlitz tribe is
scheduled.
• Coal Creek Update – Danette
Discussion: One of the owners who has a house in the area of the new sewer system
sold his property on Coal Creek. Bill spoke with new owners and informed them of what
the County and City are doing. The City will send out information as this upgrade
progresses.
• CPAA Update – Danette
Discussion: The CPAA is moving forward. Steve Clark from Valley View is now
attending the meetings. They are looking for a representative for health care to also
attend.
NEW ISSUES:
• Updated List of Code Enforcement Cases (handout) – Bill Teitzel
Discussion: The following items were discussed:
o #1 – Templeton, Howard – 120 Wright Rd., Glenoma – Mr. Templeton claimed he has
a permit from the Department of Fish and Game but apparently he does not. Ecology
plans to visit the property and Bill has offered to go with them. Commissioner Stamper
told Bill to have a sheriff on standby when they go out.
o #2 – Norris, Bruce and Nichols, Delbert – 242 US Hwy 12, Chehalis – Commissioner
Stamper has talked to Mr. Nichols. Bill stated the issues are outside of the County’s
jurisdiction and are a civil case; Mr. Nichols should file a civil suit.
Decision: Commissioner Stamper asked Bill to call Mr. Nichols and let him know. Bill
will also send him a letter.
o #3 – Lake Terrace Dr., Mossyrock – FYI. This home is surrounded by many nice
houses. This property has solid waste violations which are minimal but need to be
cleaned up. The Commissioners may get some calls from the owner. This is more of
an eyesore than solid waste violations which are small issues. There is stacked
lumber on the property.
Decision: Bill will inform the owner of the violations. Commissioner Stamper will
drive by to see how it looks.
o #4 – Lyons, James – 254 Jones Rd., Winlock – Sonya Lake was evicted from her
rental house in September and was living in her car with her 95 year old mom on
Jones Rd. She put a motor home on this property for her many cats. The State is
involved and put mom in Liberty Care. Sonya’s care is now not working so she has
moved into the motor home. Reportedly, she goes to the senior center to wash up.
Bill has contacted Area Agency on Aging, Magnolia Place, and others for help for
Sonya but they will not take her cats and she is not willing to get rid of them. Bill had
cat rescues lined up but she does not want to do that either. We have no probable
cause to go inside her motor home even though it has garbage around that is rancid
and stinks. Bill is looking for partners to provide Sonya some help.
o #5 – Wagner, Bernice – 1620 W. Reynolds Ave., Centralia – Homeless people are
leaving garbage by the cell tower on her property. This property is in the UGA. Bill
spoke to her and her daughter but they have no resources at this time.
o #6 – Deck, Leilani – 0 State Route 12, Mossyrock – Nothing new on this. They keep it
locked and now tents are going up. They received a Notice of Violation about two
weeks ago. Bill will probably gain probable cause and then go out and issue a citation.
The Commissioners agreed that the Sheriff should go out there and tell them to leave
immediately.
o #7 – Ming, Helen – 399 Tune Rd., Chehalis – Bill spoke to her son, Fred. He
refurbishes water coolers and then scraps them out. He has a huge pile of them.
Decision: Bill will consider issuing him a solid waste exemption.
o #8 – Turnage, Danny – 218Flynn Rd., Mossyrock – Mr. Turnage repairs washers and
dryers which are stacking up and piled alongside the road.
o Other:
Commissioner Stamper reported that Jack Jones’ old place on Hwy 12 has stuff
scattered everywhere with lines and tents up. Mr. Jones was the owner but has died.
Decision: Bill will assign staff to check this property out.
• TB and Flu update – Danette
Discussion: The TB patient is doing better. The person who had contact with him at his
residence is complying with treatment. He does not have active TB but tested positive for
the virus. Due to time, flu was not discussed.
• Early Intervention (EI) program (handout) – Danette
Discussion: Danette provided a list of schools that have the EI programs in their schools
through Cascade Mental Health. The funds are provided by the .1 of 1% Sales & Use
Tax. Currently, White Pass is approved for funding but have opted to hold off until they
reconcile a staff issue that could tie up their funds. We are moving forward with Centralia
and will submit a resolution soon. Matt Patten has a meeting scheduled to meet with the
County Superintendents. Morton’s superintendent had no interest in this in the past but
Matt will double-check with them if they do not attend the meeting. They are looking for
someone who could be in charge of this program who lives in East County.
• Twin Cities Senior Center Personnel (handout) – Danette
Discussion: Mindie Dunham and Adria Murphy job share in the nutrition program.
Mindie was originally at .44 and Adria is at .56 FTE. When Glenda was injured, we
increased Mindie’s time to .80 FTE on a limited basis to cover some of Glenda’s duties
while she healed. This continued through December 2015. On January 1, 2016, Mindie
was decreased to .60 FTE rather than back to .44 FTE. The 2016 budget places her at
.44. Danette would like to keep her at .60 FTE as Glenda may still need time off to deal
with health issues as well as the center is understaffed as is. It will cost approximately
$7,500 more for 2016 calendar year if we keep Mindie at .60 FTE.
Decision: The Commissioners approved leaving Mindie at .60 FTE.
• Agreement with Providence St. Peter for Interns – Danette
Discussion: Discussed when reviewed the Board of Health agenda.
BOH ISSUES:
February Board of Health will be held on Monday, February 8, 2016
- Resolution 020816.1 Approve Amendment #5 to the Consolidated Contract,
#C17116 between Lewis County and WA State DOH
-Resolution 020816.2 Agreement with St. Peter Hospital to provide opportunity for
Family Medicine residents to see patients and consult on medical care under the
direct supervision of Lewis County Health Officer Dr. Rachel Wood. Thurston
County has also approved this. Eric Eisenburg is working on the contract.
- Presentation of Strategic National Stockpile Training by Ed Mund, Emergency
Preparedness Coordinator
Commissioner Schulte moved to move the agenda and two
resolutions to the February 8 Board of Health. Commissioner
Schulte seconded. Approved 2-0.
OTHER ISSUES of Concern to the BOCC:
• Remodeling the lobby/foyer of health building – Danette, Steve Wohld
Discussion: Danette and Steve requested that the lobby/foyer on the 1st floor of the
health building have some upgrading. It has original woodworking and they would like it
to be more inviting and modern. The cost is estimated to be approximately $4,000 -
$5,000 for each department – Public Health & Social Services and IT. Some ideas are a
drop ceiling, new lighting, painting, and drywall.
Decision: They decided to discuss with Steve Walton who arrived a little later and told
Danette and Steve Wohld to meet with Doug in Facilities and figure out the logistics to
make this work. The Commissioners approved moving forward with the upgrades
• Animals in stores – Danette
Discussion: More and More complaints are being received regarding people bringing
animals into grocery stores that are not service animals. Walmart has apparently told
their staff to ignore it and not ask the appropriate questions. Store personnel may ask two
questions of people whether the animal they are bringing into the store is a service
animal. We would like to enforce the law or fine Walmart for not inquiring of these people
about their animals. Because Wal-Mart has food in the store, it falls under this food code.
