Recorder: Cheryl Millman Motion was made and seconded to approve the July 2016 minutes; motion carried. Old Business: Daleyn Coleman discussed changes to the Travel Policy. There will be rewording of the odometer portion. Changes will be emailed out for review along with other changes to the Employee Handbook. Archie Smith discussed current testing of a ”one click” policy acceptance during the log on procedure for county employees. This will not add time onto the login process. Steve Wohld discussed termination forms and an exit checklist regarding data usage and the terminated persons account. This process will be needed when employees transfer between departments too. He also discussed the current system upgrade project. It should be completed by mid-October. Commissioner Fund acknowledged Fred Evander’s work on a map and graphs titled “Difficulties Promoting Business” for Lewis County. She will be inviting him to a meeting in the future to discuss further. There was a brief discussion of the stats presented on the map, schools in particular. New Business: Our state legislators will be here on October 7th from 9 a.m. to 10:30 a.m. in the BOCC Hearing Room. Edna requested topics from the group: DNR (Forest Harvesting); Public Disclosure; HPA Rule Change, Jail Medical Standards; Indigent Defense funding; Long range planning funding. WCIF Benefits Fair will be October 5th. Edna Fund congratulated the group on a clean audit. Roundtable: Commissioner Fund announced that Rieva Lester will be the new Clerk of the Board. She starts 10/03/16. She thanked everyone who has provided and/or offered help during the interim. Lisa Conzatti announced that she is the Interim Clerk until a permanent appointment is made to replace Kathy Brack. Sheila Gray announced the annual Harvest Dinner. Tickets are $35. Donna Olson announced that today is the final day of their process improvement project. Everyone is invited to attend the 3:00 meeting to hear results. Steve Wohld discussed the rewriting of the rivers and roads application (flood watch). It will include more graphics for easier use. Discover Lewis County will be advertising in 16 theaters in Washington and Oregon. Steve Mansfield gave a brief overview of the Skookumchuck Dam exercise. Erik Martin announced that a levee tour is being organized for October. Please contact him or Lara Seiler to attend. Paulette Young would like to add the use of PDRs by attorneys to the request for topics for our Legislators. Attorneys are using PDRs for discovery because there are no limitations to the information requested. She reported that about half of her PDRs are from attorneys. Steve Walton discussed the current budget and the 2017 budget. 2016 looks to use $1 million of fund balance. 2017, with requests from offices, looks to use $2.2 million. He requested that everyone look at their budget requests for 2017 for reductions, and even cuts for next year. The finance system is getting close to implementation. We may see implementation begin later this fall. 911 manager interviews are tomorrow; the elevator is experiencing an adjustment period. Wes Rethwill announced a Leadership Training for 1/26/17 from 8-4:30 at the Bethel Church. Cost will be approximately $60.00 per person. He discussed personnel changes at the Sheriff’s Office and Jail. Coroner Warren McLeod announced that his office will have an audit in 2017. The cost will be shared with Cowlitz County.
