Environmental Services Division– Significant issues as of October 7, 2016
SIGNIFICANT ISSUES
1. Onalaska Wood Energy – 1674 State Route 508, Onalaska (DISTRICT 3) – I
have met with the plant owners, management and Ecology staff regarding dangerous
and solid wastes generated from the process. Ecology will not designate any of the
products as dangerous, and the only solid waste generated will be a small amount of
carbon oil or tar.
2. Allison, Elvin Et Al - 190 Allman Road, Winlock (DISTRICT 3) – Continued
complaints of septic issues, but we have been unable to verify violation. Property
ownership is in question and has a lot of ‘civil issues’ hampering our investigation.
3. Schroepfer, Bill – 469 Ceres Hill Rd, Chehalis (DISTRICT 2) – Case started out
as a minor wetland issue when property owner placed some waste wood bark in a
wetland, which is an easy fix and owner willing to correct. Ecology and Army Corps
of Engineers became involved in a nearby Rails-to Trails (Washington State Parks)
project where they were cleaning out the old fence line to improve drainage and
reconstruct his cattle fence. Owner has involved State Rep Ed Orcutt.
4. Runyon Family Trust – 139 Twin Peaks Dr., Toledo (DISTRICT 3) – Same
reporting party as 190 Allman Rd., appears to be a landlord/tenant dispute. Septic
mound is showing signs of failure. Owner has hired contractors to look at the mound,
but have not corrected it. Tenants have been evicted as of 10/7, and owners advise
the home will remain vacant until septic is repaired.
5. Thornton, Diana, 110 Burton Creek Rd., Packwood (DISTRICT 3) – We have
received an ERTS complaint reference an abandoned mobile home which is close to
being swallowed up by the Cowlitz River. The residence was severely damaged by
past flooding.
6. American Plating – 524 N. Gold St., Centralia (DISTRICT 1) – Ecology is
investigating and has confirmed several issues regarding storage of industrial
dangerous waste on the property.
