Cartano request list 04-12-2016REQUEST BY: Mr. Robert J. Cartano, owner of Lot #12, concerning the Teal Lake access road and
relocated easement south of the Packwood Airport listed by item:
1. "Control of Scotch Broom is very important in ground that has been disturbed. I want the
airport/county to be responsible for controlling this invasive species in area of the new
right of way. We currently have very little growing alongside our right of way and I want to
see it stay that way. I don't want to drive into our development and have it look like the back
end the Teal Lake Road."
Staff response: The control of Scotch Broom is very important in ground that has been disturbed
— seeds may survive dormant for up to thirty (30) years. Request that Lewis County control this
invasive specie in the area of the new easement. This will need to be added to the runway
contactor or addressed through a separate agreement.
"The gravel pile near the pond needs to be removed and re -graded so the pond does not look like
a dump site. The other pile that was built after a burn of residual debris needs to be removed
also. Both of these areas should look like a natural setting. (See pictures) "
Staff response: The gravel stored near the abandoned rock quarry (approximately 5 cubic yards)
needs to be removed and regraded to blend in with the area. As well as the remains of a brush
pile burn remaining from when the Runway Protection Zone was cleared of timber several years
ago. Request debris removal to improve the look of the area. This will need to be added to the
runway contactor or addressed through a separate agreement
3. "Since this is new road I want an agreement to maintain the road for the time it is required to
become seasoned. There is one drainage area that is of particular concern and I have attached a
photo.
I would also like to know the specification for crushed rock surfacing. "
Staff response: Request that, after the new limited access road is installed, it be maintained by
Lewis County until it becomes compact and seasoned. This will need to be added to the runway
contactor or addressed through a separate agreement
4. "There are a bunch of fences on property. See attached photos. The short barbed wire fence
along the dead -ended road belonging to the power company needs to be removed. The Teal
Lake fence along with the barbed wire fence that was added to it during the last construction
need to be removed/moved or something. I want assurances that no more barbed wire fencing
will be used in the area. See pictures"
Staff response: There are several fences that serve little purpose and are subject to damage by,
and to, herds of elk. Request the fences that delineate the southern border of the relocated
easement be removed, leaving only the property line fencing. The fences are listed in the
Contractors agreement for removal and replacement. Funds would be saved by not replacing
the barbed wire fences.
