BOARD MEETING MINUTES
October 31, 2016
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, October 31, 2016 at 10:00 a.m. Commissioners Gary
Stamper and Edna J. Fund were in attendance. Commissioner P.W. "Bill" Schulte
was absent. Vice -Chair Stamper called the meeting to order, determined a quorum and
proceeded with the flag salute. Commissioner Fund moved to approve the minutes of
the 10:00 a.m., Monday, October 24, 2016 Business Meeting. Commissioner Stamper
seconded the motion.
Motion carried 2-0.
Public Comment
Ron Averill, Centralia, discuss the Republican Central Committee Meeting on
Saturday. He stated that the below three Clerk candidates were selected by the
Republican PCO's to move forward in the process.

Notice
Commissioner Fund moved to approve Notice Agenda items one through two.
Commissioner Stamper seconded the motion.
Resolution No. 16-288 Notice of Public Hearing for the proposed Annual
Construction Program (ACP) for 2017 and the proposed Six -Year
Transportation Improvement Program (TIP) for 2017-2022.
Erik Martin, Public Works Director, stated this resolution is to give notice of a public
hearing on November 14, 2016 for the adoption of the 2017-2022 Six Year
Transportation Improvement Program (TIP) and 2017 Annual Construction Program
(ACP). Pursuant to RCW 36.81.121, all counties are required to prepare, adopt, and
submit a Six -Year TIP for proposed road and bridge construction prior to the County's
budget adoption each year. Copies of this program will be furnished to the Washington
State Department of Transportation (WSDOT) and County Road Administration Board
(CRAB) not more than thirty days after its adoption by the legislative authority. Pursuant
to WAC 136-16, all counties are required to prepare, adopt, and submit an ACP for
proposed road and bridge construction prior to the County's budget adoption each year.
A copy of the adopted annual program and appropriate resolution shall be forwarded to
CRAB within thirty days of its adoption but not later than December 31 st of each year.
A public hearing must be held prior to adoption of the 2017-2022 Six -Year TIP and 2017
ACP providing an opportunity for any person to appear and be heard, either for or
against the adoption of the proposed program. The public hearing will be held
November 14, 2016, at the Commissioners Hearing Room on the 2nd floor of the
Historic Courthouse in Chehalis, Washington. The notice of public hearing will be
published in the East County Journal on November 2nd and 9th, 2016. The notice of
public hearing will also be posted on the Lewis County website.
2. Resolution No. 16-289 Notice of Public Hearing for Ordinance No. 1270,
which would revise the Lewis County Comprehensive Plan and Zoning Code.
Lee Napier, Director of Community Development, stated the proposed public hearing
to be scheduled as part of the proposal would consider a Comprehensive Plan
amendment and rezone request for the 40-acre parcel at 149 Bowman Rd (Parcel
022257-002-000). Two separate amendments would be evaluated: Comprehensive
Plan Revision - Change of the Forest Resource Land designation to the Rural
designation; Zoning Code Update - Change of the Forest Resource Land zone to the
Rural Development District, one dwelling unit per five acres (RDD1-5). The relevant
criteria to evaluate these requests are provided within the Lewis County Comprehensive
Plan and zoning code. Standards within the existing Comprehensive Plan and zoning
code specify the process to designate forest resource lands.
Motion carried 2-0.
Consent
Commissioner Fund moved to approve Consent Agenda items three through ten.
Commissioner Stamper seconded the motion.
3. Resolution No. 16-290 Approval of warrants.
Suzette Smith, Auditors Office, stated 409 regular warrants for a total payment
against the County in the amount of $1,897,921.42.
4. Resolution No. 16-291 Cancellation of warrants.
Suzette Smith, Auditors Office, stated this Resolution is,for the cancellation of
duplicate payment for warrant #756084 due to the department submitting an invoice
twice with different invoice numbers and dates. Cancellation of warrant #750102 due to
an error in billing by an insurance company for an immunization client.
5. Resolution No. 16-292 Authorize Central Services Director or his designee to
sign contract with Tyler Technologies for purchase of financial system.
Steve Walton, Director of Central Services, stated in 2014, the BOCC established a
goal to replace the County's 20+ year old finance system with a modern, integrated
Enterprise Resource Planning (ERP) system suitable to meet current and future
requirements. Over the course of two years, a committee explored options within the
finance system industry that will meet County needs into the future resulting in the
selection of the Tyler Technologies Munis system. As a member of the National Joint
Powers Alliance (NJPA), the County can purchase the system through a competitively
procured and awarded cooperative contract. Negotiations and legal review of both the

contract and accompanying statement of work have concluded. This Resolution
authorizes the Central Services Director or his designee to award a contract to Tyler
Technologies for software purchase, implementation, year one maintenance service,
and estimated travel expenses totaling approximately $1.1 million dollars plus applicable
Washington State sales tax.
6. Resolution No. 16-293 Rescind Resolution No. 16-273 and authorize a new
cash -flow loan from Current Expense for the Packwood Airport.
Lee Napier, Director of Community Development, stated A cash flow loan is required
for payment of contractor prior to reimbursement from Federal Aviation Administration.
Currently, Resolution No. 16-273 authorizes up to $400,000 on an as needed basis.
The current project and amount due to the contractor exceeds this amount.
7. Resolution No. 16-294 Acquire additional right of way for Lincoln Creek Road
in Centralia.
Erik Martin, Director of Public Works, stated Lewis County has a planned project for
the installation of guardrail on Lincoln Creek Road, west of Centralia. The project will
require additional right of way from one property owner. RCW 8.08.010 authorizes
counties to acquire property under the threat of eminent domain when deemed
necessary by the Board of County Commissioners. Pursuant to the requirements of
RCW 8.08, this resolution instructs the County Engineer to acquire right of way from
one property owner along Lincoln Creek Road for the project. All such acquisition shall
be in accordance with adopted procedures per Resolution 14-160 and under its eminent
domain authority per RCW 8.25 and WAC 458-61 A-206(1 C), and pursuant to authority
and obligations of RCW title 8, notably 8.08, 8.25 and 8.26.
8. Resolution No. 16-295 Establish No Parking zones on Ives Road.
Erik Martin, Director of Public Works, stated Pursuant to RCW RCW 36.32.120(2) ,
local authorities are authorized to alter county roads within their respective counties,
and do all other necessary acts relating thereto according to law. Pursuant to to RCW
46.61.570(1)(a)(x), no person shall park a vehicle at any place where official signs
prohibit stopping. An Engineering and Traffic Investigation Report regarding the (3)
proposed no parking zones on Ives Road has been prepared and the report thereon
attached. The Engineering and Traffic Investigation Report outlines the construction that
took place on Ives Road and the agreements that were made that necessitate
establishing these no parking zones. Based on the agreements that were made, the
correct traffic striping and signage was installed in accordance with the Manual on
Uniform Traffic Control Devices. Approval of this resolution will make the no parking
zones on Ives Road enforceable by law enforcement.

9. Resolution No. 16-296 Approve a local agency agreement and federal aid
project prospectus between Lewis County and the Washington State
Department of Transportation for the Jackson Highway Rehabilitation Project.
Erik Martin, Director of Public Works, stated this Resolution approves a Local
Agency Agreement and Federal Aid Project Prospectus with WSDOT for the Jackson
Highway Rehabilitation Project, CRP-2175D. The Jackson Highway Rehabilitation
Project, CRP-2175D is listed as priority number 3 in Lewis County's 2016-2021 Six -year
Transportation Improvement Program adopted via Resolution No. 15-331 on November
16, 2015. The project is funded through the Federal Highway Administration's (FHWA)
Surface Transportation Program (STP(US)) ($43,250), with a 13.5% ($6,750) local
match requirement for the Preliminary Engineering phase, for a project total of $50,000.
The conditions of receiving FHWA STP(US) federal funding requires a Local Agency
Agreement and Federal Aid Project Prospectus between Lewis County and WSDOT,
signed by the Chair of the BOCC, prior to commencing the project.
10. Resolution No. 16-297 Approve a personal services agreement between Lewis
County and Robert K. Weidner.
Commissioner Fund stated this Resolution is a renewal agreement with Robert K.
Weidner to act on behalf of Lewis County in Washington D.C. for Public Land,
Environment & Natural Resources in conjunction with Secure Rural Schools funding.
This personal services agreement in the amount of $12,500.00 will authorize payment
to Weidner to monitor and provide information on matters affecting public lands within
member counties for 2017.

Commissioner Fund discussed an email from Mark Anders regarding the Republican Party's top three
choices for County Clerk.
The three nominees are Carla Shannon, Tiffany Walker and Scott Tinney.

The group discussed possible questions for the Clerk candidates.
Glenn discussed the money aspect, the handling of funds, etc.
The commissioners discussed setting up interviews for 1, 2 and 3 p.m. Nov. 9. The meetings would be
open to the public. The commissioners also discussed holding a special meeting the morning or
afternoon of Nov. 10 to name their selection.
Commissioner Fund made a motion to move three (3) items — Resolution Nos. 16-292, 16-293 and 16-
297 — to the Oct. 31, 2016, BOCC meeting. Commissioner Stamper seconded the motion. Motion passed
2-0.

the 911 Manager position. Patty's duties as Spillman Administrator
will begin migrating to IT beginning in 2017. More details to work
out, but that is the concept. Also requested authority to hire Dave
Anderson at grade 26, step E. Board will think about it, but for now,
they're not inclined to approve due to budget constraints.

Janelle Kambich. Archie Smith and Daleyn Coleman joined the meeting at 2:48 p.m.

Jonathan Meyer discussed fund 1.09. He said the Sheriff's Office has been asked to take a couple of
Seizure hearings and therefore would ask for funding from JNET money. He said the Code would need to
be amended to address those JNET forfeiture monies. Glenn Carter said he would discuss the
amendments with Suzette Smith and Larry Grove.
Jonathan and Janelle followed up on 911 recording discussions. Jonathan talked about the use of Gov
QA.
Glenn discussed the Vic Khvoroff case. He said WSDOT has been persuaded to mediate. He said the
county would need to contribute (approximately $750) toward the mediation cost.
Glenn talked about recent discussions regarding the Council of Governments (COG).
At 2:27 p.m., the Board went into Executive Session for 10 minutes under RCW 42.30.110(1)(i) regarding
potential litigation.
The Board ended Executive Session at 2:37 p.m. No decisions were made.
The group discussed recent flood meetings and the submission of comments about the various
alternatives.

Suzette Smith discussed the history of the senior center buildings:
• Packwood Senior Center: Could be transferred because Packwood Improvement Club gave it to
Lewis County to begin with.
• Winlock: Purchased from Vernon and Elsie Hanks. No contingencies. Could be sold. Could be
donated to 501(c)3.
• Morton: Purchased from Harvey and Clara Collar. No contingencies.
• Twin Cities: Was part of fairgrounds purchase.
• Toledo: Purchased from city. Would revert to city per deed.
Danette York discussed the $171,000 needed from Current Expense to cover the Senior Nutrition
program in 2017.
John Abplanalp said that of the 19,126 people in the county who are eligible (must be age 60 or older to
qualify) for the Senior Nutrition program, 18,042 did not participate.
The group discussed the Twin Cities building.

Commissioner Stamper said it sounds like the enrichment program funding would need to go by the first
of the year.

The group discussed the need for decisions on enrichment, staff and the Winlock senior center.

Steve Mansfield discussed emergency management. He discussed a Lewis County Alert rollout plan. He
said he will attend a flood meeting planned for Nov. 3.
Lee Napier said she would be attending the evening's Farm meeting. She said she would brief the Board
about upcoming hearings during her next update as she would miss the Nov. 9 Directors' Update.
Erik Martin said he will go to Snoqualmie for a conference on Nov. 7.
Danette York said the owner in the Onalaska horse case was found guilty of all nine (9) counts. She said
she would attend a conference in Yakima on Nov. 7.
Steve Wohld said the new Rivers webpage would make its debut Nov. 3. He said the new Roads page
also would make its debut. Steve said he would be absent the 9tn and 10tn
Becky Butler said the county is getting down to the wire on making budget decisions.
Carma Oaksmith said Fiscal is doing a United Way presentation.
Archie Smith said he is available to help with insurance questions as the deadline approaches for
changes. He said Teamsters has requested a mediation process.
Sheila Gray said she recently attended a conference in Hawaii. She said she will speak at an agriculture
conference in Portland at the end of the month.
Archie discussed internships.
Commissioner Stamper reminded the group of the upcoming Veterans Day holiday. He said a parade is
planned for Nov. 12 in Toledo.
Becky discussed honoring a county employee who is a war hero. The group discussed adding a Veterans
appreciation to the Nov. 7 meeting agenda.
The group discussed the upcoming holiday schedule. They noted that there would be no BOCC meeting
on Dec. 26, 2016, and no BOCC meeting on Jan. 2, 2017. They noted that there would be no Directors
Updates on Nov. 16, Dec. 21 or Dec. 28.
Commissioner Fund discussed asking about Approval of Warrants during the holiday closures.
The group requested an email describing such.
The group also asked for an email about the planned swearing -in ceremony for 2017 offices.
The group discussed the upcoming County Clerk interviews.

The group discussed a possible solution to a culvert problem near Cousins Road.
Erik Martin said one option could be to move the road, which would allow for the removal of three
culverts. This would require purchasing land from three property owners. The group discussed the
potentially thousands of dollars in savings this option would yield.
Erik Martin left the meeting at 10:20 a.m.
Lee Napier discussed an email that had been forwarded to her. She sought guidance. The group
discussed calling the writer instead of replying via email.
The group discussed the previous night's community meeting in Onalaska.
Archie Smith joined the meeting at 10:54 a.m.

Mayors Meeting
November 4, 2016

Present: Commissioner Fund, Commissioner Stamper, Lee Napier, Erik Martin, CJ Neer, Harry
Bhagwandin, Lonnie Willey, Tom Meade, Guy Sprat, Dennis Dawes, John Sayers, Jill Anderson, Bonnie
Canaday, Rob Hill, Lonnie Dowell, and Dale Lewis.

Members of the group introduced themselves.
Steve Mansfield gave a presentation on emergency management. He identified the cornerstones of
emergency management: mitigation, planning and preparedness, response, and recovery.
Steve talked about the need to focus on people and partnerships rather than just process and
paperwork.
Steve gave a breakdown on what his office does. He said response represents roughly 2 percent of
emergency management, while the remaining 98 percent is devoted to programs, plans, committees,
administration, EOC, flood activities, training/exercises, public education and radio tests.
Steve talked about the devastating 2006 flood. He said that event prepared the county for the 2007
flood. He then talked about the 2015 flood, which caused $992,090 in damage, of which the county
contributed $124,000 and FEMA reimbursed $868,000.
He again stressed the need to have programs, people and partnerships in place.
Steve urged the group to voice their opinions about what the area should do to curb the threat of
flooding in the region.
Pe Ell Mayor Lonnie Willey said Pe Ell is following up with the Flood Authority suggestion. He said he
wants to see recreation addressed as the county looks at flood protection. He also thanked the county
for Pe Ell's new sign.
Mossyrock Mayor Tom Meade said he did not have much to report. He quipped that he's just trying to
stay off the front page.
Interim Toledo Mayor Guy Sprat said Toledo is looking to fill vacancy for Public Works superintendent.
Guy invited the group to attend the Cool and Connected Communities planning event scheduled for
Nov. 10. He said the Veterans Parade is set for Nov. 12.
Chehalis Mayor Dennis Dawes said the city has seen a lot of activity — and interest — in the airport
recently. He talked about marijuana sales and said he is tired of hearing that marijuana stores are a
boon to local entities' coffers. He updated the group about the Children's Museum and said the CCRT
team and the Discover Children's Museum will find out soon if the project is moving forward. He
discussed a transportation issue that will be presented to voters. He also said the Chamber Way Bridge
replacement project likely will be moved up to 2017.
Napavine Mayor John Sayers discussed the future of Taco Bell, which is building an establishment in
Napavine.
Chehalis City Manager Jill Anderson said she appreciates the help she's receiving to help alleviate flood
concerns.
Centralia Mayor Bonnie Canaday said a tree -lighting is scheduled for the day after Thanksgiving. She
said the city is working on its budget. She said the city has been petitioned about changing zoning to
accommodate marijuana sales.
Centralia City Manager Rob Hill said the city has "done a lot of looking at the marijuana thing," and he
said officials are finding that the talk of money is a complete farce. On a brighter note, he said the city
has seen a huge increase in hotel/motel money, which he said likely can be attributed to the city's sports
hub. He also said Centralia and Chehalis are developing a Tourism Promotion Area (TPA) to promote
tourism.
Winlock Mayor Lonnie Dowell said the Winlock hopes to put a bid out soon to get the city's bridge
replaced. He told the group that a Christmas -tree lighting ceremony will be held the first weekend in
December. He gave an update on the Benaroya property and said the city is working on gathering
information to move forward with the project.
Dale Lewis from Jaime Herrera Beutler's office said the congresswoman is on recess. He said the
congresswoman has been working with HUD, and he gave an update on the sea lion and breast milk bills
Herrera Beutler has been working on.
Destination Packwood representative C1 Neer said her region may open for skiing as early as
Thanksgiving weekend. She reported that the airport was in use the morning of Nov. 4 and that an
opening ceremony for the airport would be held sometime in the spring. She said she is involved in a
business group that has been meeting for four or five months and that the group has been discussing
events, beautification, marketing, etc.
Commissioner Stamper talked about the growth potential he sees for Packwood.
Onalaska civic leader Harry Bhagwandin told the group about a project that would run fiber optics from
Onalaska to Mossyrock. Harry passed out invitations for an Agritourism tourism meeting set for 11 a.m.
to 3:30 p.m. Dec. 9 at Jeremy's.
Community Development Director Lee Napier said the county will discuss the county's marijuana
moratorium during a public hearing on Nov. 14. She discussed business license fees, permit fees,
building permit fees, and solid waste fees. Lee also discussed the Shared Services agreement and the
Young Professionals group. She urged the group to look into both.
Public Works Director Erik Martin asked the group to please notify Lewis County Public Works quickly if
help is needed under the Shared Services agreement.
Commissioner Fund thanked the group for attending the Legislative Roundtable. She also told the group
the Board would be interviewing the candidates for the County Clerk position on Nov. 9. She told the
group that ballot drop-off boxes have been busy, busy, busy.
Commissioner Stamper talked about how very impressive it is to have all the "stakeholders" gather
monthly. He talked about funding available to counties and noted that Lewis County isn't seeing the
timber dollars it needs.
