BOARD MEETING MINUTES
November 21, 2016
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, November 21, 2016 at 10:00 a.m. Commissioners Gary
Stamper and Edna J. Fund were in attendance. Commissioner P.W. "Bill" Schulte
was absent. Commissioner Stamper called the meeting to order, determined a
quorum and proceeded with the flag salute. Commissioner Fund moved to approve
the minutes of the 10:00 a.m. Monday, November 14, 2016, Business Meeting.
Commissioner Stamper seconded the motion.
Motion carried 2-0.
Public Comment
Gretchen Fritsch, Packwood, requested Packwood be expanded to a UGA.
Commissioner Stamper stated that the county is very focused on providing that
opportunity.
United Way Drawing
Commissioner Stamper stated this was the weekly United Way campaign donation
employee drawing. The winner was Jill Kangas.
Consent
Commissioner Fund moved to approve Consent Agenda items one through six.
Commissioner Stamper seconded the motion.
1. Resolution No. 16-310: Approval of warrants.
Suzette Smith, Auditors Office, stated this Resolution approves 252 regular warrants
for a total payment against the County in the amount of $956,740.42. This also
approves 236 warrants dated November 18, 2016, for a total payment against the
county in the amount of $264,036.00.
2. Resolution No. 16-311: Resolution to approve Erik Martin as the Applicant
Agent and Robin Saline as the Alternate Applicant Agent/Contact for federally
declared disasters and any future disasters between December 1, 2016, and
December 31, 2017.
Erik Martin, Director of Public Works, stated that the Emergency Management
Division of the State of Washington requires Lewis County to designate an Applicant
Agent and Alternate Applicant Agent/Contact. He said, there is a need to designate an
Applicant Agent/Contact for Lewis County in all open, federally declared disasters, and
for any disasters that may occur between December 1, 2016 and December 31, 2017.
Lewis County Engineer, Erik Martin, will serve as the Applicant Agent, and Robin
Saline, Administrative Assistant/Grants Administrator, will serve as Alternate Applicant
Agent/Contact, for the open, federally declared disasters: November 2006 Flood
(#1671); December 2007 Flood (#1734); the January 2009 Severe Winter Storm/Flood
(#1817); the January 2011 Severe Winter Storm/Flooding (#1963); the January 2012
Severe Winter Storm (#4056), the November 2015 Severe Storm/Winds/Flooding
(#4249) and the December 2015 Severe Storm/Winds/Flooding #(4253) and for any
future disasters that may occur between December 1, 2016 and December 31, 2017.
3. Resolution No. 16-312: Resolution to approve agreement with JDR
Construction Inc. regarding the purchase of property located west of
Packwood.
Erik Martin, Director of Public Works, stated that a bank stabilization project on the
Cowlitz River near Skate Creek Road, Packwood, required the acquisition of easements
from owners of property in that area. One of the owners agreed to convey an easement
if the County agreed to enter into an agreement to acquire the entire 1.6-acre property
at fair market value. There are potential uses for the property to be used in conjunction
with adjacent County property being considered for use as public access to the Cowlitz
River. Resolution 16-202 authorized the acquisition of property described as Lot 1 of
Short Subdivision 09-00006 in Section 15, Township 13 North, Range 9 East, W.M.,
and the Board of County Commissioners (BOCC) has reviewed an agreement between
Lewis County and JDR Construction, Inc. for the proposed property acquisition signed
by the property owner. This resolution approves the agreement to purchase Lot 1 of
Short Subdivision 09-00006 in Section 15, Township 13 North, Range 9 East, W.M., for
$54,000 and authorizes the BOCC to sign the agreement.
4. Resolution No. 16-313: Resolution to approve the vacation of A. Wood Road
No. 795, an unmaintained road lying northerly of Seminary Hill Road in
Centralia.
Erik Martin, Director of Public Works, stated that the property owners abutting the
unmaintained A. Wood Road No. 795 have requested that the County vacate the right
of way. Any and all interests other than the requesting parties will be evaluated as part
of the Engineer's Report. The requesting parties have deposited a check to cover
administrative and publication costs of the vacation. Passing this resolution would
instruct the County Road Engineer to examine the road, evaluate the request, and file
an Engineer's Report, as required by RCW 36.87.010 and LCC 12.15.
5. Resolution No. 16-314: Resolution to approve a rental agreement with the state
Department of Natural Resources for the use of a radio communication site on
Burley Mountain.

Steve Walton, Director of Central Services, stated that the County leases its Burley
Mountain radio communications site from the United States Forest Service. The County
has subleased the site to the WA State Dept of Natural Resources (DNR) for its
communications for many years. The rental agreement has expired and DNR has
requested an extension renewal of five years through November 30, 2021. The first
year's rent will be $354.00, which includes a proration back to the expiration of the
previous rental agreement of June 30, 2016. After this first year, the annual rent will be
$250.00. The Forest Service does not charge the County for using the site. The $250
nominal charge is for use of the County's building and tower. This resolution would
approve the rental renewal and authorize the Board of County Commissioners to sign
the renewal agreement.
6. Resolution No. 16-315: Resolution to approve a rental agreement with the state
Department of Natural Resources for the use of a radio communication site on
Hopkins Hill.
Steve Walton, Director of Central Services, stated that the County leases its Hopkins
Hill radio communications site from Weyerhaeuser Columbia Timberlands, LLC. The
County has subleased the site to the WA State Dept of Natural Resources (DNR) for its
communications for many years. The rental agreement has expired and DNR has
requested a renewal that would extend the agreement for five years, through November
30, 2021. The annual rent of $1,150.00 has been increased to cover costs for subleases
to the. County in the lease from Weyerhaeuser Columbia Timberlands, LLC and the rise
in utility cost. The first year's rent will be $2,125.00, which includes a proration back to
the expiration of the previous rental agreement on August 31, 2016. After the first year,
the annual rent for the term of the rental agreement will be $1,700.00. This resolution
would approve the rental renewal and authorize the Board of County Commissioners to
sign the renewal agreement.
Motion carried 2-0.
Hearing
Hearing for Ordinance No. 1270, which would revise the Lewis County
Comprehensive Plan and Zoning Code for a 40-acre parcel at 149 Bowman Road
in Adna.
Commissioner Stamper introduced the hearing and asked for the Staff Report.
Lee Napier, Director of Community Development, briefly discussed the hearing and
introduced Fred Evander.
Fred Evander, Community Development, stated that the proposal would change the
Comprehensive Plan designation of a 40-acre parcel at 149 Bowman Rd (parcel
number 022257002000) from Forest Resource Land to Rural. The proposal would
additionally change the zoning of the parcel from Forest Resource Land to Rural
Development District, one unit per five acres (RDD-5). The relevant criteria to evaluate

these requests are provided within the Lewis County Comprehensive Plan and zoning
code. Fred Evander said, standards within the existing Comprehensive Plan and zoning
code specify the process to designate (and de -designate) forest resource lands.
Commissioner Stamper asked if there were any questions. There were none. He
closed the question -and -answer portion of the hearing and opened the formal hearing.
Lee Napier and Fred Evander asked that their previous comments be adopted into the
record.
Commissioner Stamper asked if there was anyone who would like to speak for or
against the Resolution. He closed the hearing and asked for a motion.
Commissioner Fund moved to approve Ordinance 1270. Commissioner Stamper
seconded the motion.
Ordinance 1270 An Ordinance of Lewis County, Washington approving
amendments to the comprehensive plan and zoning maps for parcel number
022257002000 at 149 Bowman Road.
Motion carried 2-0.
Hearing: 2017 Preliminary Budget
Commissioner Stamper introduced the hearing and asked for Staff report.
Steve Walton, Director of Central Services, stated there is no resolution associated
with this hearing. The purpose of this hearing is threefold: 1) to give an overview of the
2017 budget process to date; 2) to introduce, in a broad sense, preliminary numbers for
the 2017 budget; and 3) to provide the opportunity for public comment on the 2017
Preliminary Budget. Copies of the Preliminary Budget Summary are available at the
front of the room. The document provided more detail on the preliminary budget. There
will also be an informal presentation tonight at 5:30 PM here in the courthouse in the
WSU Training Room to provide an additional opportunity to obtain more detail related to
budgeted expenditures and revenues that comprise the 2017 preliminary budget. The
intent for this hearing is to provide the big picture. RCW 36.40 outlines requirements for
the budget process for counties. In July, 2017 budget worksheets were sent to all
elected offices and departments. The worksheets were returned to the Budget
Department in August whereupon they were compiled and reviewed. Then, in
accordance with the RCW, the preliminary budget was submitted to the BOCC and the
Auditor on September 6th. Over the course of the past two months, meetings have been
held to give each elected official and department director the opportunity to discuss their
individual budgets with the Board of County Commissioners and submit requests for
additional money, if necessary. A notice of this hearing was published in the East
County Journal on Nov. 9 and 16 and in the Chronicle November 10 and 15, 2016.

Steve Walton gave the following overview of the preliminary budget: as required by
RCW, today's hearing marks the first of two hearings to take public comment and
questions on the 2017 proposed budget. The second hearing is scheduled for Dec. 5,
2016, where the 2017 budget will be presented for adoption.
Any subsequent changes to the preliminary budget as it exists today will be
incorporated and presented at the December 5th hearing.
The 2017 Preliminary Budget sets Current Expense (or the General Fund) revenue at
$34,416,552 and expenditures at $36,730,916, resulting in a budgeted use of reserves
in the amount of $2.3 million. The estimated ending fund balance based on budget is
$6.2 million. This level of reserve remains within the minimum GFOA recommendation
to maintain no less than two months of regular general operating expenditures in
reserve; however, we estimate the ending fund balance to be closer $7.1 million
considering there are typically unused expenditures and unanticipated revenue.
• Vacant positons throughout the year typically makeup $800K - $1.million in unused
expenditures.
• Revenues are typically budgeted conservatively.
When compared with previous years, there is nothing unusual with the 2017 budget
numbers. For perspective, the 2017 budget numbers are consistent with the budgets of
years past that have typically reflected a use of fund balance in the $3 million range, but
year-end actuals have consistently netted a smaller use of fund balance due to the
aforementioned factors. The total preliminary revenue for ALL funds, which combines
current expense and Other Funds, is expected to be $101,404,324 and expenditures
totaling $108,103,692, resulting in a use of fund balance totaling $6.6 million.
• Of the $6.6 million total use of reserves, the Roads funds makes up $3.6 million as
projects will roll from year to year and $2.3 million from CE. The remaining amount is
attributed to various other funds.
The Other Funds category includes Special Revenue, Debt Service, Capital Projects,
Enterprise, and Internal Service Funds, which are restricted in the manner in which they
can be spent by RCW or grant guidelines. When considering the total budget, Current
Expense and Special Revenue Funds consume the largest portions of the budget ...
72%. Revenue received in previous years will be used to balance the budget.
These budgetary totals are compiled from multiple departments and funds, each of
which has specific requirements. A more detailed discussion on the county budget will
be presented this evening in the WSU Extension Training Room. Citizens can find the
Budget Summary as well as detailed budget reports posted on the county website or, if
preferred, they can stop by the Budget Department and talk to Budget staff. The Budget
in Brief document will be posted after final adjustments are incorporated.

Commissioner Fund moved to recess at 10:38 am until 5:30 p.m. Commissioner
Stamper seconded.
Commissioner Stamper called the meeting out of order at 5:30 p.m on Monday,
November 21, 2016 for the annual Budget Presentation.

Commissioners and members of the audience.

Senior center discussion
November 21, 2016

Enrichment and the Nutrition programs. Commissioner Fund asked for bullet items to help discuss the
pending decision, asked she for information about past recommendations from the prosecutor's office.

Lee discussed what would be needed to move forward with Packwood in regard to the UGA. The group

Treasurer's Update
Arne Davis gave an update on Lewis County's deposits and earnings.
The group went over the handout Arne provided. The group discussed payments made to the county by
Onalaska and Tacoma Power.
Larry Grove asked about how investments are doing. Arne said he's not "overly pleased" with the
county's long-term investment.
The group discussed marijuana monies the county is poised to receive.
The group discussed the county's investments.
Auditor's Update
Suzette Smith went over expenditures. She said only one department is over budget.
Becky Butler said Donna Olson will be retiring in two weeks and will be paid out.
Suzette provided a draft of a Resolution regarding Open Space.
Suzette discussed creating a Procurement Policy.
The group discussed using cost comparisons for shopping.
Larry Grove gave an update on the election. He said more than 20,000 came in through drop boxes and
more than 15,000 by mail. He said more than 7,000 ballots were turned in at the Star location alone.
Larry gave an overview of how the ballot -processing procedure works.
Larry said the county had a voter turnout rate of 77.5 percent. He discussed planning in advance so his
department wouldn't face the crunch the presidential election presented.

Commissioner Fund made a motion to move one (1) Notice and seven (7) Consent items to the Nov. 28
BOCC agenda. Commissioner Stamper seconded the motion.

Donna Olson discussed her upcoming retirement.
Erik Martin discussed a recent hire.
Danette York gave an update on the senior program transition. She discussed sending a press release
later in the day.
Steve Walton discussed year-end budgets as well as 2017 budgets.
Carma Oaksmith said Fiscal is wrapping up year-end stuff.
Archie Smith said he just delivered more than 140 pounds of food to the food bank.
Sheila Gray discussed her recent trip to Spokane. She said she would be attending training in Portland
next week.
Steve Mansfield said Jim Rich is working on the Lewis County Alert system. He said he is working with
the Sheriff's Office to transition EOC. He discussed his past experiences with the EOC.
Linda Williams praised the group for the previous night's informal budget meeting.
Susan DeLaire thanked the group for help regarding the senior center transition.
Bobby Jackson thanked the group for helping answer questions to help him get up to speed. He said he
would attend the Winlock and Pe Ell senior center meetings.
The group discussed the upcoming swearing -in ceremony, which Commissioner Fund said is scheduled
for Dec. 29.

IT Director's Monthly Update
Attendees: Steve Wohld (SW), Gary Stamper (GS), Edna Fund (EF)
Steve discusses with commissioners Fund and Stamper the following:
• 2017 marketing strategies for DiscoverLewisCounty. com. BOCC approved of plans and gave a nod
for NCM contract proposal for video advertising in movie theatres.
• SW explained that he thought DLC could reduce allocated planned forces to 1.25 FTE's. Board had
previously approved up to 2 FTE's. It was agreed to proceed with a planned resource of 1.25, but
increasing back to 2 FTE allocation if need be.
• SW showed proposed kiosk locations and project goals that now include the City of Centralia.
• SW reviewed the grants received for 2017 and there was a discussion on how encouraging the City
of Centralia has been to DLC.
• GS invited DLC to attend the Packwood Community Club monthly meeting.
• SW presented new content ideas for the website, including a proposed Family Adventures section.
• SW reviewed the status of the Rivers/Roads web applications. Still in testing phase. Release in
December,
• SW discussed Parcels web app revisions.
• SW discussed Elections web app revisions.
• SW discussed plans for redundancy of existing Finance application servers and explained that the
replacement system servers are ready for software installation planned for early -to -mid January.
• SW explained Spillman Administrator position had been given to Nate Knushige and that we
would be re -staffing his position as a developer. Roles and responsibilities for SA are being
determined as the transition from e911 to IT continues.

Jonathan Meyer discussed the denial of a request for additional funds. He said he anticipates losing
Glenn Carter and David Fine within the next four to five years. Jonathan Meyer and Eric Eisenberg said
Eric is devoting roughly 60 percent of his time to PDRs. Jonathan said Eric needs to start focusing on

Jonathan said a PDR point person can operate anywhere, but that his office can protect conversations by
attorney -client privilege.
Eric explained that if the PDR team were centered in the Prosecutor's Office, conversations would fall
under attorney -client privilege.
David Fine explained that damage awards also could possibly be lessened by centering a PDR team in
the Prosecutor's Office.
Jonathan also discussed a vacant DPA I position. He said it's a vacant unfunded DPA I position.
The group discussed the need for centralized responses.
Commissioner Schulte said he main concern is, "How do we pay for it and where does it go?"

Commissioner Schulte discussed the budget shortfall and the need to make cuts to be able to fund a
PDR position. Commissioner Schulte said he's been pushing for five years for a public disclosures/public
affairs position.
David Fine discussed people who are gaming the system to make money via penalties. David said it
would be much cheaper to fund a PDR position than it would be to pay penalties.
Commissioner Schulte said the county needs to have department heads — directors and electeds — find
cuts to be able to fund a PDR position.

Commissioner Schulte said the county wouldn't want all PDRs going through an attorney, which could
prove costly.
Jonathan again stressed the need for a centralized response point person.
Becky Butler discussed the way Thurston County funnels PDRs.

Commissioner Stamper said it sounds like the entire room agrees that the county needs to create a PDR
position.
Becky said a PDR position could save hundreds of thousands of dollars in the future.
Commissioner Schulte discussed the Chronicle's recent story and editorial about the possible closure of
the senior centers.
The group moved to discussion about Sheriff Snaza's salary.
Jonathan said Sheriff Snaza makes less than his undersheriff and some of his chiefs. He also makes less
than sheriffs in Mason and Thurston counties, Jonathan said.
Commissioner Schulte discussed salary compression.
Sheriff Snaza said the amount he's asking for is the same as a director with minus 10 employees. He said
his office has brought in revenue sources. He said he is the second -lowest paid in the state.

Increases brought in by the Sheriff's Office will cover the increase in pay.
Between 12-15 thousand a year which would start in 2017.
In the Resolution it would remove the Sheriff from the salary commission and fixing the salary grid
