Minutes 2016-12-05 (2)BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES December 5, 2016 The Board of County Commissioners (BOCC) for Lewis County, Washington, met in regular session on Monday, December 5, 2016 at 10:00 a.m. Commissioners Gary Stamper and Edna J. Fund were in attendance. Commissioner P.W. "Bill" Schulte was absent. Commissioner Stamper called the meeting to order, determined a quorum and proceeded with the flag salute. Commissioner Fund moved to approve the minutes of the 10:00 a.m. Monday, November 28, 2016, Business Meeting. Commissioner Stamper seconded the motion. Motion carried 2-0. Public Comment Buford Conway, Centralia, asked questions regarding the senior centers and the items the seniors paid for like the pool table, card table, and kitchen supplies. Julie McDonald Zander, Toledo, spoke in support of the senior centers. Ron Averill, Centralia, stated he feels the best thing to do would be turn the senior centers over to a non-profit that has done this before. Betty Gibson, Chehalis, asked how the revenue from marijuana can come back and support the jail. Commissioner Stamper stated we get very little money from marijuana. The State collects most of the money. William Wood, Chehalis, stated for fifty years the senior center has been running and the County has found ways to finance it. He stated we need to find a way to keep the centers open. Notice Commissioner Fund moved to approve Notice Agenda item one. Commissioner Stamper seconded the motion. 1. Resolution No. 16-325: Notice of Public Hearing for the fourth 2016 Budget Amendment. The hearing will take place in the Commissioners Hearing Room 223 on or after 10 a.m. December 19, 2016, to consider an amendment to departments within the 2016 budget for Current Expense and various funds. Steve Walton, Director of Central Services, stated this is a Notice of Hearing for the 4th 2016 Budget Amendment for Current Expense and Various Funds. This amendment proposes increasing expenditures for all funds in the amount of $975,921 with offsetting revenue in the amount of $1,016,900 resulting in a $40,979 increase to fund balance. The General Fund portion of this proposed budget amendment is an increase in expenditures of $163,931, and a use of fund balance in the amount of $163,931. The Hearing will be noticed in the East County Journal on December 7 and 14, 2016. Motion carried 2-0. Consent Commissioner Fund moved to approve Consent Agenda items two through five. Commissioner Stamper seconded the motion. 2. Resolution No. 16-326: Approval of warrants. Suzette Smith, Auditors Office, stated this Resolution approves 224 regular warrants for a total payment against the County in the amount of $964,865.08. This Resolution also approves 643 payroll and benefits warrants dated December 5, 2016, for a total payment against the county in the amount of $3,392,534.83. 3. Resolution No. 16-327: Resolution to approve the annual contract with mortuaries for decedent removals. Commissioner Fund stated this Resolution is for a Public Service Agreement between the Lewis County Coroner's Office and Brown and Sticklin Mortuaries for removal of decedents within Lewis County. 4. Resolution No. 16-328: Resolution to approve the annual contract with Forensic Pathologists for autopsy services. Commissioner Fund stated this Resolution is for a Public Service Agreement between the Lewis County Coroner's Office and Pacific Northwest Forensic Pathologists, P.S. This agreement is for autopsy services within Lewis County. 5. Resolution No. 16-329: Resolution to authorize the Public Works Director to execute agreements on behalf of the county for other entities' use of Pictometry image products and associated software. Erik Martin, Director of Public Works, stated Resolution 13-074 authorized a contract for Pictometry International Corporation to supply the county with aerial photos and related products.The contract calls for 3 rounds of flights of aerial photos to be taken in 2013, 2016, and 2019. The contract allows for the county to share said products with other interested parties with Pictometry's approval. In 2013, to help pay for the products and assist other local agencies in acquiring aerial photos, the Board of County Commissioners authorized the Public Works Director to enter into agreements with several local agencies. The agreements' terms covered just the initial 2013 round of flights but they were amended to extend the terms through the 2016 flights and they are E expected to be extended for the 2019 round as well. Fees to the agencies for the use of the products were equitably established based on the size of the area of interest, population of the area of interest, the cost of the products in that specific area, and the scope and intensity of use of the products for each individual agency. There is interest from additional local agencies and private utilities to join this coalition and acquire aerial photo products through the county. This resolution provides a single template agreement ("Lewis County Imagery License Agreement") that the Public Works Director can use to enter into such agreements with both public agencies and private entities. The template is fashioned after the terms of the original interlocal agreements used in 2013 to ensure that the terms will be fair for all coalition parties. As before, fees will be established on an case -by -case basis using the same factors that were used in the original interlocal agreements to ensure equity of cost between all coalition parties. Motion carried 2-0. Public Forum 6. Resolution No. 16-330: Public Forum on Resolution to adopt the 2016 Vader- Enchanted Valley Water System Plan. Erik Martin, Director of Public Works, stated the adoption of this six -year WSP is required by Washington State Department of Health (DOH) regulations set forth in the Washington Administrative Code (WAC) 246-290-100. The last system update was prepared in 2008 and amended in 2010, before the county entered into receivership of the system. This update incorporates any changes that have been made to the system after 2010. Betsy Dillion, Public Works, provided information regarding the WSP and presented the following information: • Description - This chapter describes the natural features of the service area, the history of the utility from incorporation of the city in 1906 to current ownership by Lewis County, and physical facilities such as the water treatment plan and distribution system. • Planning Data and Demand - This chapter presents general planning information for the utility. A discussion of the State Growth Management Act and its influence upon the service area is provided. A summary of current and future land uses, current and future population, water use characteristics and demand forecast is also presented. • System Hydraulic Analysis — This chapter presents the findings of the system analysis conducted for water rights availability, source capacity, water storage capacity, water pressures during high water usage, and fire flow availability. • Water Use Efficiency Program — This chapter summarizes the Utilities current and proposed actions to comply with conservation planning requirements and to promote water efficiency. The discussion of current actions includes and K assessment of the Utility's compliance for the period between 2011 through 2014. • Water Quality - This chapter reviews the state and federal drinking water regulations, assesses the Utility's compliance for the period between 2011 through 2015, and describes the Utility's programs and procedures to address current and future compliance. • Source Water Protection — This chapter documents our watershed control program to protect the source water quality by identifying potential pollutant sources, raising public awareness monitoring, and controlling all adverse effects to the best extent possible. • Operation and Maintenance Program — This chapter summarizes the programs and procedures used to ensure safe and reliable potable water to our customers. It includes a description of the management of the utility system in the county organizational structure; system operations; preventative maintenance; standard operating procedures; asset management and inventory; emergency response program; cross -connection control program; and record keeping. • Design and Construction Standards — This chapter provides and overview of the Utility's design and construction requirements for new facilities. • Improvement Program — This chapter describes the methodology used in developing the Utilities Capital Improvement Program (CIP), and presents the estimated costs and schedules for implantation using 6-year and 20-year planning horizons. Ron Averill, Centralia, commented on the Vader Water System and the history of how the County became responsible for the system. Commissioner Fund moved to approve Resolution No. 16-330. Commissioner Stamper seconded the motion. Motion carried 2-0. Hearing Hearing to adopt the 2017 Budget. Commissioner Stamper introduced the hearing and asked for the Staff Report. Steve Walton, Director of Central Services, stated the BOCC meet in regular session on the first Monday in December, 2016, in the Historic Courthouse for the purpose of adopting the Lewis County budget for the year 2017. RCW Chapter 36.40 provides requirements for the adoption of the final budgets for counties. The BOCC has conducted various public hearings, meetings, and work sessions to consider the 2017 annual budget for Lewis County. 4 The BOCC will meet in regular session on the first Monday in December, 2016, pursuant to public notice as provided by law, for the purpose of adopting the budget for the year 2017. He then presented numbers for the 2017 proposed final budget. Commissioner Stamper asked if there were any additional questions. There were none. He closed the question -and -answer portion of the hearing and opened the formal hearing. Steve Walton asked that his previous comments be adopted into the record. Ron Averill, Centralia, commented on the budget. Commissioner Stamper asked if there was anyone who would like to speak for or against the Resolution. He closed the hearing and asked for a motion. Commissioner Fund moved to approve Resolution No. 16-332. Commissioner Stamper seconded the motion. Resolution No. 16-332: Hearing to adopt the 2017 Budget. Motion carried 2-0. Hearing to establish the Property Tax budget and Levy for both Current Expense and Road Fund for 2017. Commissioner Stamper introduced the hearing and asked for the Staff Report. Steve Walton, Director of Central Services, stated the BOCC has determined that Lewis County requires an increase in property tax revenue from the previous year, in addition to the increase resulting from the addition of new construction and improvements to property and any increases in the value of state assessed property, as well as banked capacity, in order to discharge the expected expenses and obligations of the Current Expense Fund and County Road Fund and in the best interest of Lewis County. The BOCC has determined there is a need for a .953% increase in both the General and the Road levy rates. The BOCC, after hearing and after duly considering all relevant evidence and testimony presented, will vote to approve the Regular Levy budget be set at $12,500,000 and the Road levy budget at $11,700,000. Dianne Dorey, Assessor, discussed levy rates and explained how they are set. Ron Averill, Centralia, commented on the road levy and asked a question regarding the road shift. Commissioner Stamper asked if there were any questions. There were none.
