questions. He said his goal is to settle the 2016 and 2017 contracts.
Commissioner Fund said her concern revolves around recent cutbacks.
Becky said bonuses could create a huge issue for other departments.

board's approval.
, Jonathan;said,it's:fr.ustratingao-:b.e:at.th'e end of 2016 and the 2016 contract is not yet negotiated. He
said he would prefer to have a contract in place at the beginning of the year.
Jonathan said this would be a good way to settle four contracts: those for 2016 and 2017 attorney and
non -attorney staff.
Jonathan said the bonuses wouldn't have a compound effect. He said it would be more like front -loading
a COLA.
Becky said the only time something similar was done was when there was a salary study.
Jonathan said he wanted to stay within the $70,000-plus saved through the vacant position. The $52,350
would do so.
Commissioner Fund talked about feedback after the sheriff's recent pay raise. She talked about the new
patrol cars and the cuts to senior centers.
Commissioner Stamper asked if it would be feasible to look at it in 2017.
Jonathan said he felt comfortable doing it in 2016 because he knows what money he has left.
Commissioner Stamper said he agrees all county workers deserve raises, but, he said, he is not willing to
move forward with bonuses.
Jonathan said it's tough to swallow that when given the opportunity to take care of folks, it's not done.

Commissioner Stamper talked about cost -saving possibilities. He discussed looking into the filming of
the BOCC meetings as well as the Coffee with the Commissioners.
Commissioner Stamper left at 9:06 a.m.
Steve Wohld said Lewis County PUD has been very successful with its insurance.
Becky talked about double coverage.
The group also talked about the Teamsters welfare trust, which lets Teamsters take the $1,000-a-month
insurance cash even if the employee opts out of insurance.
Commissioner Stamper returned at 9:11 a.m.
The group talked about recent inaccurate information in the weekend's edition of the Chronicle.
Becky said that the state pays half of the PA's salary, but only the salary. The state doesn't give anything
toward benefits.
Linda Williams left at 9:21 a.m.
The group talked about backlash they received for having used Facebook to get information out about
the senior centers.

Suzette Smith said when looking at mileage, a normal commute cannot be paid.
Suzette said that if Commissioner Stamper goes to Packwood rather than come in to the office, the trip
to Packwood does not qualify for reimbursement.
Suzette said the total mileage to a -training, for example, would have the regular work commute
subtracted.
Suzette said the move'to using odometers instead of Mapquest has tied her office's hands when it
�. comes to auditing mileage reimbursement requests.
Suzette suggested looking into travel logs to be kept in personal vehicles. She said others have discussed
using motor pool vehicles.

Special Services Bureau Highlights:
• Detectives investigated a report of a Centralia woman who said she was abducted and
assaulted. The woman was found by a hunter on a logging road near Packwood.
Detectives worked with Centralia PD to gather evidence and conduct interviews. The
victim ultimately refused to cooperate in the case.
• Detectives assisted patrol on several cases, including a stolen vehicle located on South
Scheuber Road, as well as a search warrant conducted in Rochester, where 12 stolen
firearms were recovered from a burglary that occurred the day before in Chehalis.
• Detectives served a search warrant in Toledo for a subject possessing child
pornography. The case had been forwarded to our office by the Internet Crimes Against
Children Task Force (ICAC). Search warrants were obtained for IP addresses, along
with other evidence, which helped identify the suspect who was subsequently arrested
and confessed.
• Detectives investigated a theft involving a Washington State Patrol Trooper. The case
has been referred to the Lewis County Prosecutor's Office for charges of Theft in the
third degree and making a false or misleading statement to a public servant.
• Detectives investigated a shooting that occurred in Centralia where the suspect shot a
person known to him in the leg during a drive by shooting incident. After fleeing from the
scene, the suspect was apprehended the following day at a Tumwater area motel. The
suspected weapon used in the incident was also recovered after a search warrant was
executed on the suspect's hotel room he was arrested from.
• Records continued to receive a high volume of Pistol Transfers and Concealed Pistol
License applicants. This year's totals may surpass the previous record year in 2013.
• The Civil Division has continued to process a steady amount of evictions and sales.

The Explorers put in a total of 167 hours. They had training in emotionally disturbed persons,
and a class on our Winter Academy coming up. Explorers were involved in our Records

BOCC UPDATE — November 2016
Field Operations Bureau Highlights:
Patrol: For the month, there were a total of 1,076 service calls. Deputies investigated two
sex crimes, 20 assaults, 11 burglaries, 4 DUI's, and 18 malicious mischief cases. In addition,
they made 413 traffic stops, resulting in 69 infractions and 21 criminal citations for DWLS.
On November 29, deputies were dispatched to a shooting incident at an apartment complex in
the 3100 block of Ives Road, Centralia. The investigation revealed a 19-year-old male victim
was outside the office area of the complex when the suspect, Serrano-Mosso, arrived as a
passenger in a white SUV to confront the victim. The suspect called out to the victim, and
when he approached the suspect, Serrano-Mosso, fired one round from a handgun, grazing
the victim's leg before fleeing from the scene. The suspect was subsequently apprehended
without incident the following evening at a Tumwater area motel and the weapon was
recovered.
JNET: During the evening hours of November 30, law enforcement officers with JNET, the
Department of Corrections (DOC) Fugitive Apprehension Team, Homeland Security
Investigations (HIS), and the Tumwater Police Department located the shooting suspect from
the day prior, Serrano-Mosso, at a motel in the Tumwater area. As a result, he was taken into
custody without incident and booked in the Lewis County Jail on his Lewis County Superior
Court warrant for Assault 1st Degree, Unlawful Possession of a Firearm 1st Degree, and Drive
by Shooting. His bail was set at $1,000,000.
Staffing: Entry level Deputies Scott Robb, Julie Jacobo, and Emmet Woods are all
progressing well in their Criminal Justice Training Center (CJTC) Basic Law Enforcement
Academy classes. Unfortunately, after just under a year with the agency, Entry Level Deputy
Jeff Allen resigned for personal reasons during his Field Training assignment. On a positive
note, we are getting closer to hiring two lateral entry deputies, and hope to have them
onboard just after the first of the year.

DRAFT REVISIONS TO CHAPTER 17.30 — RESOURCE LANDS
To Allow Rural Governmental Services in Designated Resource Lands
SECTION 1: Add the following definition to the definitions in Chapter 17.30, Resource Lands.
17.30.234 Rural governmental services.
"Rural governmental services" means those governmental services historically and typically delivered at
an intensity usually found in rural areas. A complete definition is provided within the Growth Management
Act (RCW 36.70A.030(17)) and the Lewis County Comprehensive Plan.
SECTION 2: Amend Section 17.30.450 — Primary Uses within the Forest Resource Land zone as
follows:
17.30.450 Primary uses.
(1) The growing and harvesting of timber, forest products, and associated management activities in
accordance with the Washington Forest Practices Act of 1974 as amended, and regulations adopted
pursuant thereto.
(2) Removal, harvesting, wholesaling, and retailing of vegetation from forest lands including, but not
limited to, fuel wood, cones, Christmas trees, salal, berries, ferns, greenery, mistletoe, herbs, and
mushrooms.
(3) Agriculture, floriculture, horticulture, general farming, dairy, the raising, feeding and sale or production
of poultry, livestock, fur bearing animals, honeybees including feeding operations, Christmas trees,
nursery stock and floral vegetation, and other agricultural activities and structures accessory to farming
and animal husbandry.
(4) Rural governmental services.
(45) Extraction and processing of rock, gravel, coal, oil; gas, mineral, and geothermal resources. [Ord.

SECTION 3: Amend Section 17.30.460 — Accessory Uses within the Forest Resource Land zone as
follows:
17.30.460 Accessory uses.
Uses allowed outright where directly connected with and in aid of a forestry activity:
(1) One single-family dwelling unit or mobile home per lot, parcel, or tract;

(2) One accessory dwelling unit in conjunction with a single-family dwelling or mobile home. Kitchen
facilities may not be provided in accessory dwelling units;
(3) Storage of explosives, fuels, and chemicals used for agriculture and forestry subject to all applicable
local, state, and federal regulations;
(4) Forestry, environmental, and natural resource research;
(65) Dispersed recreation and recreation facilities such as primitive campsites, trails, trailheads,
snowparks, warming huts for climbers and cross-country skiers, recreational vehicle parks, boat launches,
and accessory uses;
(76) Aircraft landing fields, heliports;
(87) Watershed management facilities, including but not limited to diversion devices, impoundments,

SECTION 4: Amend Section 17.30.610 — Primary Uses within the Agricultural Resource Land zone
as follows:
17.30.610 Primary uses.
(1) Agriculture and agricultural activities including aquaculture, viticulture, floriculture, horticulture, general
farming, dairy, the raising, feeding, and sale or production of poultry, livestock, fur -bearing animals,
honeybees including feeding operations, Christmas trees, nursery stock, and floral vegetation, agricultural
processing facilities, commercial greenhouse operations that are an integral part of a local soil -based
commercial agricultural operation, wholesale nurseries, and other agricultural activities.
(2) Removal, harvesting, wholesaling, and retailing of vegetation from agricultural lands including, but not
limited to, fuel wood, cones, Christmas trees, salal, berries, ferns, greenery, mistletoe, herbs, and
mushrooms.
(3) One single-family dwelling unit or mobile home.
(4) Rural governmental services.

SECTION 5: Amend Section 17.30.750 — Primary Uses within the Mineral Resource Land zone as
follows:

17.30.750 Primary uses.
(1) Quarrying and mining of minerals or material, including, but not limited to, sand and gravel, sand, rock,
clay, coal, and valuable metallic and nonmetallic substances.
(2) The exploitation, primary reduction, treatment, and processing of minerals or materials, together with
the necessary buildings, structures, apparatus, or appurtenances on said property where at least one of
the major mineral or material constituents being exploited is from said property, including, but not limited
to, concrete hatching, asphalt mixing, brick, tile, terra cotta, and concrete products, manufacturing plants,
and rock crushers and the use of accessory minerals and materials from other sources necessary to
convert the minerals and materials to marketable products.
(3) Agricultural crops, open field growing, stock grazing, and the harvesting of any wild crop such as
marsh hay, ferns, moss, berries, etc. which may coexist with mineral extraction activities within a common
ownership.
(4) Existing surface mining operations, operating under the authority of the Washington State Surface
Mining Act, Chapter 78.44 RCW.
(5) Mining -related activities and structures.
(6) The maintenance of gas, electric, water, communication, and public utility facilities.
(7) Rural governmental services.
(78) Residences existing at the time of adoption of the ordinance codified in this chapter and any

6. Erik Martin discussed a resolution to initiate county road projects and assign county road project
numbers.
7. Erik Martin discussed a resolution approving an Interlocal Agreement between the county and the
City of Chehalis for catch basin cleaning.
8. Erik Martin discussed a resolution to approve a purchase of a used asphalt roller for the Public Works
Department. He said it will cost $62,814. He said it has $2,000 to $3,000 in damages that require repair.
9. Erik Martin discussed a resolution to approve an Adopt -a -Road agreement with Winlock Boy Scout
Troop 324 for litter pick-up on Nevil Road.
10. Erik Martin discussed a resolution to approve an agreement with Ron Wirkkala for the proposed
purchase of a property at 2126 Lincoln Creek Road in Centralia. The property will be used as a stockpile
area, Erik said.
11. Lee Napier discussed a resolution to approve an increase in the application fees for Designated
Forest Land and Open Space classifications. She said she would like to discuss the costs her office also
incurs.
12. Becky Butler discussed a resolution to approve a grant agreement with the Port of Chehalis to use
.09 "Distressed Counties" funding for the Dawson Road Commercial Site Development project.
Commissioner Fund discussed a resolution to approve a grant agreement with the Port of Chehalis to
use .09 "Distressed Counties" funding for the Stormwater Facility project.
13. Doug Carey discussed a resolution to approve an agreement for the operation and maintenance of
the Lewis County Historical Museum.
14. Danette York discussed a resolution to approve a contract amendment (#1) between Washington
State Health Care Authority (HCA) and Lewis County. She said it is a labor-intensive federal program that
features surveys that ultimately lead to reimbursements for the county. She said this is just a contract
renewal
15. Danette York discussed a resolution to approve an Interlocal Agreement between Tacoma -Pierce
County Health Department and Lewis County. The agreement is for food worker cards.

20. Commissioner Fund discussed a resolution to remedy an inadvertent error in a collective bargaining
agreement.
21. Lee Napier discussed a late -addition resolution regarding a river gauge.
22. Erik Martin discussed a possible resolution regarding acquisition of "4H" properties.
23. Approval of Warrants.
Commissioner Fund made a motion to move 2 (two) Notices, 17 (seventeen) Consent and 1 (one)
Hearing item to the Dec. 19, 2016, BOCC agenda. Commissioner Stamper seconded the motion.
Motion passed 2-0.
Roundtable
Steve Wohld gave an update about his presentations at the Chehalis and Centralia city councils. Steve
said Centralia approved $8,OOO in JAC funds.
Steve Walton said the elevator is working again. He also urged caution as the temperature dips below
freezing.
Carma Oaksmith said fiscal is working on the year-end wrap-up.
Sheila Grey gave an update on an awards ceremony she attended. She said she has two volunteers who
have been recognized by President Obama. She reminded the group that used Christmas trees can be
recycled.
Paulette Young left at 10:06 a.m.

Steve Mansfield reminded the group about his request for information for an Organization Chart. He
said some groups need to have actual action plans in place. Steve said he has fielded a request to find
out what county government, local businesses, and residents have spent on flood prevention and flood
mitigation. Steve Wohld said the Rivers page could fit into that.
Erik Martin said he had's,poken about what portion of his budget is directed to flood prevention and
ffood'mifi;gation. He said it accounts for roughly 20 percent of his budget.
Comm'iss.io.ner_'Fund saidshe'wouid send a document that was sent in 2009 regarding unfunded
mandates_tb:g:o:oVe.r. duringthe: ap:coming ESC meeting. Becky said she has a Word version of the
document.
Bobby Jackson left at 10:21 a.m.
Danette---York said Joh'n.Abpfa'nalp w`ill[pave for Thurston County. She talked about possibly creating a
deputy director position. She 'said she is!excited about remodeling taking place in the Health & Social
Services building.
Paulette Young said Tawni Shepherd is out of the office.
Steve Wohld said two members of IT recently opted out of unionization.
