Rieva Lester and Eric Eisenberg discussed a request for proposals (RFP) for Housing and Essential Needs
(HEN) services for Lewis County.
Matt Jaeger and Scott Tinney discussed a resolution to authorize the Director of Information Technology
Services to execute a purchase order with Legal Atoms through sole source procurement in order to
meet the requirements of House Bill 1320.
Charles Edmonson discussed a resolution to approve Interagency Agreement No. K4611 between the
Washington State Department of Agriculture (WSDA) and Lewis County Noxious Weed Control Board for
the treatment of knotweed in the Chehalis and Cowlitz River basins.
Charles Edmonson discussed a resolution to approve Agreement No. WQAIP-2024-LeCoNW-00068 with
the Washington State Department of Ecology for the eradication of Egeria densa at Plummer Lake in
Centralia.
Josh Metcalf discussed a resolution to list the bids received and contractor selected for the South Lewis
County Airport - Phase 1 Improvements, New Above Ground Avgas (110LL) Fueling System. Josh said he
would look into the load level amount.
Josh Metcalf discussed a resolution to approve a Task Assignment pursuant to Interlocal Agreement No.
05-200 between Lewis County and Tacoma Power regarding work by county crews and authorize
signatures thereon.
Josh Metcalf discussed a resolution to approve a supplemental agreement for Design and Engineering
for Water Crossing Structures (DEWCS2023) with HDR Engineering.
Lee Napier discussed a resolution to approve of a Fourteenth Supplement Agreement between SBGH
Partners, LLC and Lewis County.
Lee Napier discussed a resolution to approve Interagency Agreement between Washington State
Recreation and Conservation Office (RCO) and Lewis County, acting as Fiscal Agent for the Chehalis River
Basin Flood Authority.
Lee Napier and Doyle Sanford discussed a resolution to acknowledge that the amended Flood Insurance
Study for Lewis County, and accompanying revised federal insurance rate maps for the Nisqually River
Basin, have been completed by the Federal Emergency Management Agency and go into effect on
August 15, 2023.
Meja Handlen discussed a resolution to approve Contract #R01-0191-23 between Reliable Enterprises
and Lewis County.
Meja Handlen discussed a resolution to approve Contract #M01-0189-23 between Morningside and
Lewis County.
Meja Handlen discussed a resolution to approve Contract #K6952 between the Washington State Health
Care Authority (HCA) and Lewis County.
Eric Eisenberg discussed a resolution to approve a Rapid Capital Housing Acquisition Grant to reimburse
the purchase of 1258 SE Washington Ave., Chehalis. The group opted to hold the item.
Commissioner Pollock made a motion to move one notice item, two consent items and 12
deliberation items – excluding the Rapid Capital Housing Acquisition Grant – to the Tuesday, Aug. 8,
2023, BOCC agenda. Commissioner Brummer seconded. Motion passed 2-0.
Wednesday Workshop
2024 budget direction: Becky Butler said the commissioners have directed the budget department to
required offices and departments to use 2022 actuals for their 2024 expenditures.

Department directors and participants provided department updates.
Foundational Community Supports (FCS) services: Gin Pack of The Salvation Army provided an overview
of The Salvation Army’s new Pathway of Hope program.
