2025-09-16 Joint meeting with Chehalis Flood ControlUpdate with Chehalis River Basin Flood Control Zone District (Joint meeting between BOCC and CRBFCZD) September 16, 2025 11 a.m. Present: Commissioner Brummer, Commissioner Pollock, County Manager Ryan Barrett, Becky Butler, Eric Eisenberg, Kathy Burnaman, Edna Fund, J Vander Stoep Guest(s): Jacob Moore of The Chronicle, Noah Sullivan of Rep. Gluesenkamp-Perez’s office Recorder: Tammy Martin Public comment: None. The commissioners discussed what the requirements should be regarding proceeds from the disposal of the Sidorski property. Consultant Eric Eisenberg noted that the Chehalis River Basin Flood Control Zone District (CRBFCZD) had used a .09 / Distressed Counties grant to purchase the Sidorski property – a move authorized via Resolution 24-143 – and then later sold it. Eric offered three options for the commissioners to decide regarding the CRBFCZD’s proceeds from the subsequent sale of the Sidorski property: • Allow the CRBFCZD to retain the sale proceeds as earned income. • Direct the CRBFCZD to return the sale proceeds to the .09 fund. • Allow the CRBFCZD to retain the proceeds solely for purposes of the .09 grant. Eric noted that one of the .09 contracts directs proceeds from investments to return to the investor but does not clearly address proceeds from the sale of purchases that were made with .09 funds. He said the CRBFCZD would have to apply for a new .09 grant should the funds return to the .09 fund and the CRBFCZD discover a need for additional resources. Commissioner Pollock made a motion to return the proceeds from the sale of the Sidorski property to the .09 fund. Commissioner Swope seconded. Motion passed 3-0. Meeting ended at 11:44 a.m.
