Public comment: None.
Business Meeting: Commissioner Swope made a motion to add to the agenda for the Nov. 25, 2025,
BOCC Business Meeting approval of minutes from the Nov. 4, 2025, Business Meeting as well as the
following resolutions and ordinance:
• 25-322: Notice of hearing regarding Ordinance 1370, which would amend Chapters 17.38,
(Critical Areas) and 17.10 (Definitions) of Lewis County Code.
• 25-323: Notice of a Public Hearing for Ordinance 1371, which would amend Chapter 2.40,
Standards for Public Defense Services, of Lewis County Code.
• 25-324: Issue a Request for Proposals (RFP) for an experienced Rodeo Producer to provide a
high-quality, family-friendly rodeo performance during the 2026 Fair.
• 25-326: Authorize cash-flow loan from Solid Waste Disposal District Fund No. 4150 to Roads
Fund No. 1170.
• 25-327: Amend Lewis County Investment Policy to allow all interest earnings for
Communications Building and Equipment Fund No. 3300 to be retained by that fund.
• 25-328: Approve a contract to purchase Pure Storage FlashArray systems, equipment, support
subscriptions and related services for Lewis County Information Services.
• 25-329: Approve Amendment 1 to GEN-006-2023 to extend the contract.
• 25-330: Approve grant agreement with State of Washington Recreation and Conservation Office
(RCO) for Van Ornum Creek fish passage construction project.
• 25-331: Approve contract #T01-0262-25 Amendment A with The Salvation Army.
• 25-332: Approve contract #R01-0260-25 Amendment A with Reliable Enterprises.
• 25-333: Approve a collective bargaining agreement with Teamsters 252, representing the
Sheriff's Operations Sergeants Group, effective Nov. 1, 2025, through Dec. 31, 2028.
• 25-334: Adopt Department of Emergency Management policy on Service Charges and Scope of
Services for Non-Interlocal Agreement (Non-ILA) Cities.
• 25-335: Authorize legal defense and indemnity for Charlotte Garcia, and her marital community,
if any, regarding a lawsuit brought by the Estate of Brandon Blurton.
• 25-336: Approve an Agreement from the Washington State Office of Public Defense in the
amount of $218,417.77 for use in calendar year 2026.
• 25-337: Approve a franchise to Cardinal FG Company to install, construct, operate and maintain
natural gas utility facilities in Lewis County rights of way.
• 25-338: Adopt the 2026-2031 Six-Year Transportation Improvement Program (TIP) and 2026
Annual Construction Program (ACP).
• Ordinance 1368: Authorize the County Manager to enter into interlocal agreement with City of
Chehalis for city to annex territory within UGA (continued from Oct. 20, 2025).
Commissioner Pollock seconded the motion.
Office and department representatives discussed their proposed resolutions and ordinance. The
commissioners directed staff to update language regarding the cash-flow loan to tie the interest rate to
the LCIP rate at the time of the loan. The motion to add the items to the Business Meeting agenda
passed 2-0.
• At 9:17 a.m., Commissioner Pollock recessed the meeting until 9:30 a.m.
• At 9:30 a.m., Commissioner Pollock extended the recess until 9:40 a.m.
The meeting resumed at 9:41 a.m., with Commissioner Brummer joining at that time.
Executive session: At 9:41 a.m., Commissioner Brummer announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 9:52 a.m. to discuss three topics: Dept. of Health /
Vader water receivership, Centralia landfill mediation and Alishia Hornburg workers’ comp issue.
• At 9:52 a.m., Commissioner Brummer extended executive session until 9:56 a.m.
• At 9:56 a.m., Commissioner Brummer extended executive session until 10 a.m.
• At 10 a.m., Commissioner Brummer extended executive session until 10:03 a.m.
Executive session ended at 10:03 a.m. Commissioner Brummer noted that no decisions had been made.
Commissioner Pollock made a motion to approve the fee issue regarding the Centralia landfill matter
as discussed in executive session the. Commissioner Swope seconded. Motion passed 3-0.
Commissioner Pollock made a motion to proceed with enforcement regarding the Alishia Hornburg
matter as discussed in executive session. Commissioner Swope seconded. Motion passed 3-0.
Legislative liaison contracts: The commissioners discussed working with a different lobbyist for Secure
Rural Schools. The commissioners said they will resume discussions regarding the legislative liaison
contracts with Josh Weiss and Troy Nichols as well as Robert Weidner on Nov. 26.
