Public comment: None.
Flood response update: Ryan Barrett, Erika Katt, Geoff Soderquist, Meja Handlen and Rocky Lyon
provided updates on flood response and flood damage.
Meja noted that water lab hours will be extended in response to the emergency.
Rocky discussed a proposed debris voucher program.
Rocky and Geoff said many RVs and campers have been affected and require disposal. Rocky discussed
the need to dismantle the RVs and campers before disposal. The commissioners directed staff to
determine the number of affected RVs and campers and then formulate a plan for disposal.
Commissioner Pollock made a motion to amend Resolution 25-362 to update the recital to include the
following: “Now therefore be it resolved that free disposal of flood-damaged debris only, upon
presentation of a voucher, is authorized at the designated temporary collection site, the Central
Transfer Station in Centralia and the East Lewis County Transfer Station in Morton effective December
13, 2025, through 5 p.m. February 27, 2026 …”. Commissioner Brummer seconded. Motion passed 2-0.
Commissioner Pollock made a motion to approve Resolution 25-362 as amended. Commissioner
Brummer seconded. Motion passed 2-0.
The commissioners directed staff to move forward with plans to waive water-testing fees and to
establish a water collection site at the east end of the county.
