Executive session: At 9:01 a.m., Commissioner Pollock announced that the Board would be going into executive session under until 9:25 a.m. to discuss 2025 Kresky Ave. under RCW 42.30.110(1)(c) and the following under RCW 42.30.110(1)(i): • Breen Acres / Napavine boundary line adjustment (BLA) • Vader Water • Chehalis annexation litigation, including mediation costs • Centralia School District levy certification • Fire District 3 bond • Consolidated Entry Services funding compliance At 9:25 a.m., Commissioner Pollock extended executive session until 9:30 a.m. At 9:30 a.m., Commissioner Pollock extended executive session until 9:35 a.m. At 9:35 a.m., Commissioner Pollock extended executive session until 9:40 a.m. Executive session ended at 9:40 a.m. Commissioner Pollock noted that no decisions had been made. Legislative update: the commissioners provided legislative liaisons Josh Weiss and Troy Nichols the county’s stance on bills before the Legislature, including the following: • 2974: Track • 2343: Support • 6088: Support • 6239: Support • 5974: Oppose • 6062: Track • HB 1743: Support • HB 2559: Track • Public defense: Advocate for additional funding. Agenda change: Commissioner Brummer made a motion to add to the agenda for the Jan. 27 BOCC Business Meeting Resolution 26-035: Halt the free disposal of flood-damaged debris resulting from the December 2025 flood event. Commissioner Swope seconded. Motion passed 3-0. Eagleview subscription: County Manager Ryan Barrett asked for direction on paying the roughly $10,000 for the recent update to aerial photos. The commissioners directed staff to submit the charge for emergency reimbursement. The commissioners said they will revisit the topic Jan. 28. Vacancies: The commissioners directed staff to draft resolutions to reappoint the incumbent applicants to the Fair Advisory Committee and Timberland Regional Library. They said the remaining Fair applicants should be invited to join the Fair’s subcommittees. The commissioners directed staff to determine the Lodging Tax Advisory Committee applicants’ eligibility. Flood response: The commissioners discussed scheduling an event to honor community partners at 6 p.m. March 9 during the Packwood Improvement Club meeting. The commissioners said they will resume their discussion Jan. 28. Water Conservancy Board: The commissioners directed staff to advertise the position currently held by Brian Merryman, who has been unable to attend the training required to obtain his certification. Executive session: At 10:21 a.m., Commissioner Pollock announced that the Board would be going into executive session under until 10:27 a.m. to discuss the following under RCW 42.30.110(1)(i): • Vader Water • Consolidated Entry Services funding compliance At 10:27 a.m., Commissioner Pollock extended executive session until 10:30 a.m. Executive session ended at 10:30 a.m. Commissioner Pollock noted that no decisions had been made. Commissioner Brummer made a motion to rescind Consolidated Entry Services contract negotiations with Destination Hope and Recovery and to begin negotiations with Coastal Community Action, noting that Destination Hope and Recovery does not meet the eligibility requirements. Commissioner Swope seconded. Motion passed 3-0. Legislative update: Ryan and Geoff Soderquist discussed changes regarding the Packwood sewer request. The commissioners said they will forgo the Packwood sewer request for now and move forward with the other two: 4-H Barn and HVAC. The commissioners directed staff to work on information regarding the costs of public defense. They also said they’d like to track 2102 and encourage WSAC to weigh in. Other business: The commissioners presented Fionna Velazquez her Employee Spotlight award early since she will be unable to attend the Jan. 27 Business Meeting. Meeting adjourned at 10:44 a.m.
