Becky Butler discussed a notice of hearing for Lewis County 2026 budget emergency and supplemental appropriations to and transfers within current expense and various funds. Kimberly Edminster discussed a notice of hearing for the renewal of a franchise to Olympic Pipeline Company LLC for a pipeline for purposes of transmission of petroleum and petroleum products within Lewis County road rights of way. Sarah Hensley discussed a resolution to approve the Thirtieth (30th) Supplemental Personal Services Agreement between West Consultants Inc. and Lewis County, acting as Fiscal Agent for the Chehalis River Basin Flood Authority, and authorize the Director of Community Development to sign on behalf of Lewis County. Mindy Brooks discussed a resolution to appoint Nathan Carpenter and Luis Manzo to the Lewis County Planning Commission. Kimberly Edminster discussed a resolution regarding the proposed acquisition of additional right of way for the Hining and Galvin Road Bridge Scour Repair Project. Wes Anderson discussed a resolution to list the bids received and contractor selected for the 2026 Chip Rock Proposal. Rieva Lester discussed a resolution to reappoint Harry Bhagwandin and appoint Jessica Scogin to the Lodging Tax Advisory Committee (LTAC). Matt Patana discussed a resolution to reject all proposals for water lab renovation project. Meja Handlen discussed a hearing for Ordinance 1372: Repeal Ordinance 1354 and remove regulations for sterile needle and syringe exchanges operating in Lewis County (Lewis County Code Chapter 8.80). Commissioner Swope made a motion to move two notice items, two consent items, seven deliberation items and one hearing to the Tuesday, Feb. 10, 2026, BOCC Business Meeting agenda. Commissioner Brummer seconded. Motion passed 2-0. Wednesday Workshop Friendlyville: Commissioner Swope made a motion to direct staff to move forward with contract negotiations with Fuller Design for the Friendlyville project. Commissioner Brummer seconded. Motion passed 2-0. Wes Anderson provided a preview of work that will require closure of Ceres Hill Road and another that will require the relocation of a city water line at Berwick Creek at Bishop Road. Matt Patana said CFP is looking at security solutions for the Sheriff’s Office evidence building. Meeting adjourned at 9:29 a.m.
