Public comment: None.
Executive session: Commissioner Pollock noted that the planned executive session is being rescheduled.
Urban growth area (UGA) cleanup: Natalie Kaminiecki outlined Community Development’s updates
regarding UGAs, with cleanups to address the following:
• Correct split parcels where feasible.
• Align boundaries with parcel lines or road rights of way.
• Improve mapping accuracy and internal consistency.
Follow-up re preliminary long plat land division within the Centralia Urban Growth Area: Mindy
Brooks said the resolution approving preliminary approval will include language that final plat approval
will not be granted unless annexation takes place. The other option, Mindy said, would be to deny
preliminary plat approval, which would require the developer to move forward with annexation through
the 60 percent ownership avenue, which would be a three- to six-month process. Emil Pearson said the
cost would be roughly $1,080.
Emil Pearson said Centralia is very interested in annexing the area.
Civil engineer James Kessi shared concerns regarding annexation requirements. He suggested including
an annexation covenant to each of the lots.
Legislative update: Josh Weiss said the Legislature is down to its last
• Millionaire’s Tax
• LEOFF funding
Preliminary plat: Commissioner Swope suggested withholding preliminary plat approval until the
developer has started its application for annexation and to include the language that final plat would not
be granted until annexation is complete. The commissioners supported that suggestion.
Millionaire’s tax: The commissioners approved signing the letter to legislators regarding the
millionaire’s tax.
2025 and 2026 budget: The commissioners discussed including salary and benefit changes in the
upcoming budget amendment or directing offices and departments to absorb those increases.
Bunker Creek Road, Adna: The commissioners discussed the proposed speed limit change on Bunker
Creek Road. Geoff and Wes Anderson discussed creating crosswalks and better marking the trail
crossings.
Commissioner Brummer left at 9:59 a.m.
Law and Justice Council: The commissioners directed staff to reach out to individuals whose positions
are listed as members of the Law and Justice Council as well as those positions are identified as making
selection recommendations.
Correspondence: Commissioner Pollock said members of the public have asked the county to request an
outside audit of Timberland Regional Library. She said she’d like to further discuss the topic March 11.
New business: Commissioner Swope said counties have been encouraged to file suit regarding the
state’s use of county-funded LEOFF funds. He said he’d like to further discuss the topic March 16.
