Executive session: At 9 a.m., Commissioner Pollock announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 9:20 a.m. to discuss the following five topics:
• Vader Water
• Bellacosa litigation
• Beenen appeal
• LEOFF funds
• Albert Didcock public defense contracts
At 9:20 a.m., Commissioner Pollock extended executive session until 9:40 a.m.
At 9:40 a.m., Commissioner Pollock extended executive session until 9:50 a.m.
Executive session ended at 9:50 a.m. Commissioner Pollock noted that no decisions had been made.
Vacancies: The commissioners directed staff to draft resolutions appointing Gail Hakola to the Great
Rivers Behavioral Health ASO (GR BH-ASO) advisory committee and Todd Chaput to PacMtn. The
commissioners said they will review the East Lewis County Public Development Authority (ELCPDA)
vacancies on April 6. They directed staff to review the history of the Historical Museum position and to
readvertise the Water Conservancy Board, Veterans and Solid Waste vacancies.
Capital Infrastructure
Change order: Amanda Price reviewed a $25,290 (plus tax) change order for the jail biometrics – Live
Scan – project, which entails upgrading existing cameras.
Commissioner Swope made a motion to approve the change order for the Jail biometrics project and
to authorize the County Manager to sign on the county’s behalf. Commissioner Pollock seconded.
Motion passed 2-0.
Projects: Matt Patana discussed funding needed for two proposed capital facilities projects: Up to
$25,000 to complete upgrades to the Southwest Washington Fair public address (PA) system and up to
$15,000 to improve jail alcove security with fencing.
Commissioner Swope made a motion to direct staff to move forward with the PA system project.
Commissioner Pollock seconded. Motion passed 2-0.

Spring Garage Sale: Fionna Velazquez provided an overview of the Spring Garage Sale. Alex Murray
noted that Fionna and her crew nearly doubled the amount taken in the previous years.
Newspaper of record bids: The commissioners directed staff to move forward with a resolution to
award the newspaper of record contract to The Chronicle.
