The purpose of this memorandum serves to request approval of proposed modifications
to positions across two Divisions of the Public Works Department. The modifications
include revised Job Descriptions to better align with the specific Division roles and
responsibilities and re-evaluation of job classifications due to market conditions. Our
intent is to better position the Department to attract motivated and qualified candidates
and retain existing employees by providing opportunities for career advancement and
being competitive with external labor markets.
PROPOSED MODIFICATIONS
This request includes approval of modification within the Roads Division of the Public

• Traffic Operations Specialist Ill: In maintaining internal step
progression, structural consistency and supporting evolved scope of work,
this position will be reclassified to a Traffic Control Specialist IV. Job
Description updated to align with the specific Division roles and
responsibilities and re-evaluation of job classification due to market
conditions. Salary grades change from Grade 119 ($57,520-$77,380) to
Grade 120 ($60, 096-$80,846). No change in FTE.
Road Maintenance Technician (Roads Fund 1170)
BUDGET
• Road Maintenance Technician/: Job Description updated to align with
the specific Division roles and responsibilities and re-evaluation of job
classification due to market conditions. Salary grades change from Grade
114 ($46,576-$62,647) to Grade 115 ($48,558-$65,272). No change in
FTE.
• Road Maintenance Technician II: Job Description updated to align with
the specific Division roles and responsibilities and re-evaluation of job
classification due to market conditions. Salary grades change from Grade
116 ($50,612-$68,044) to Grade 117 ($52,792-$70,992). No change in
FTE.
The estimated increase in the salary and benefits ( as shown in the attached documents)
will be supported by revenues within the Roads Fund and will become part of the annual
budget. These modifications as proposed will not impact the County's General Fund
budget.
• Roads Fund (1170): The modifications to the Traffic Control Specialist and Road
Maintenance Technician series as proposed will add an increase of approximately
$45,419.00 for estimated salaries and benefits. The increase will be covered
annually through Road Fund revenues (primarily property tax and Motor Vehicle
Fuel Tax). The actual costs may vary slightly depending on the benefits packages.
o Benefits of request: The modifications to the job descriptions will enhance
the Department's ability to recruit qualified candidates by defining the
specialized work performed and being comparable to other agencies. The
revised division structure provides the opportunity to retain existing
employees, the ability to prepare employees for advancement into positions
key to the department's successful operations and capacity to be
competitive with external labor markets.
EFFECTIVE DATE
The requested changes will be effective immediately upon approval of this request.
Attached for reference are copies of the position analyses completed by Human Resources
and worksheets prepared by Public Works providing a full analysis of the position
modifications and the impacts on the Public Works Department's budget.

RE: Salary Analysis for Traffic Control Series and Traffic Operation Specialist
Methodology
Pursuant to the recently ratified bargaining agreement between Lewis County Public Works and
Community Development and AFSCME Local 1341, Human Resources is conducting a compensation
study of all represented positions within six months. Due to a suspected equity issue, the Traffic Control
Series was prioritized for review.
The Lewis County Board of County Commissioners (BOCC) has established a compensation benchmark
of placing positions at approximately the 55th percentile of the market. This analysis evaluates current
salary grades against that benchmark.
Comparable market data was gathered from Washington counties similar to Lewis County in population
and assessed value, including:
• Chelan County
• Clallam County
• Cowlitz County
• Franklin County
• Grant County
• Grays Harbor County
• Island County
• Mason County
Where data was unavailable or limited, this was due to:
• Positions not existing in comparable counties
• Shared or blended roles that do not align with Lewis County job descriptions
• Expired labor agreements (Grant County operating under a 2022 contract)
• Ongoing negotiations at the time of data collection (Grays Harbor County; 4% COLA implemented
in 2025)
• Structural differences (Chelan County maintains only one Traffic Control position)

closely as possible to Lewis County's job descriptions and scope of work.
Summary of Findings
The Traffic Control Series positions are not currently aligned with the BOCC's 55th percentile market
objective. Adjustments are necessary to address internal equity and external competitiveness.
Traffic Control Specialist 1 {TCS 1)
• Current Grade: 114
• Position Level: Entry-level; incumbents obtain certifications while training
• Market Finding: Below the 55th percentile
Analysis:
The position is under market and requires adjustment to address equity concerns and improve
competitiveness for recruitment and retention.
Traffic Control Specialist 2 (TCS 2)
• Current Grade: 116
• Position Level: Certified and experienced incumbents; typically not hired at the low end
• Market Finding: Below 55th percentile at current grade
Analysis:
A one-grade increase would bring the position within approximately 0.8% of the 55th percentile at mid-
range, and slightly above market at the top step.
Traffic Control Specialist 3 (TCS 3)
• Current Grade: 118
• Position Level: Advanced certifications, technical expertise, and experience
• Market Finding: Below market at low and mid -range
Analysis:
Regrading upward by one level would place the position slightly below market at entry, but aligned with
or above the 55th percentile at mid and top steps. Given incumbents' experience and certifications, they
would not typically be placed at the low end of the range.
Traffic Operations Specialist 3 (TOS 3)
• Current Grade: 119
• Status: Stand-alone classification
• Market Finding: Limited comparable data
Analysis:
Through discussions with management, it was determined that this position has evolved significantly
over time and now aligns more closely with the Traffic Control Series. Due to limited comparable data
and its functional alignment with the series, it is recommended that this position be reclassified as Traffic
Control Specialist 4 (TCS 4).

Maintaining a one-grade differential above TCS 3 supports internal alignment and recognizes the
expanded scope and technical expertise of the role.
Recommendations / Conclusion
To align with the BOCC's compensation philosophy of targeting the 55th percentile of the market, the
