Subject: Fair Pricing Overview & Parking Direction Request
The Fair office staff is continuously reviewing the Southwest Washington Fair’s pricing structure with the
goal of better aligning with the County’s broader fee-setting process. Due to the nature of Fair operations,
including vendor fees, facility rentals, admissions, and sponsorships, our pricing structure includes a wide
range of variable and market-driven elements. While full alignment across departments is not always
feasible, our intent is to move toward a more consistent and transparent annual review process with the
board of county commissioners.
As part of this effort, we plan to align with the County’s established timeline and present Fair-related
pricing alongside other departmental fee structures in September for formal consideration and adoption.
This will allow us to begin incorporating Fair pricing into a standardized cycle moving forward while
maintaining the flexibility necessary for event-based and sponsorship-driven revenue.
Attached for your reference is the current Fair & Fairgrounds pricing list, as well as the rental pricing
proposal that was approved in Fall 2025. These documents are intended to provide a baseline as we work
toward that alignment and identify any areas for future adjustment.
Included in the conversation on pricing, I am requesting direction regarding Fair parking rates.
Parking has remained unchanged for approximately 25 years. Following extensive discussion at multiple
meetings, the Fair Advisory Board recommends maintaining $5 per day for presale and weekday parking
(Tuesday through Thursday), with an increase to $10 per day on peak attendance days (Friday through
Sunday). Given the visibility of this change, staff is seeking direction from the Board prior to
implementation.
The Fair office staff appreciates your consideration as we work to bring the Fair’s pricing structure into
closer alignment with County processes while continuing to support successful Fair operations.

Rental Rate Background
Over the past several years, incremental price increases for fairgrounds rentals have contributed to a
noticeable decline in rental usage, particularly for community events and smaller-scale gatherings. In
addition to rising costs, the introduction of restrictions around event scheduling and requirements has
created the perception that the fairgrounds is less accessible and less welcoming to new users.
This unintended atmosphere has not only limited our ability to attract new business but also reduced
opportunities for local community groups, fundraisers, and cultural events that historically thrived here.
The message received by many has been that we are discouraging new partnerships, even though our
mission is to serve as a hub for community activity.
The fairgrounds’ new direction and culture emphasize customer service, community connection, and an
inviting environment. We want to create an atmosphere where individuals, businesses, and organizations
feel welcomed, supported, and encouraged to bring their events to the fairgrounds. We are working
towards becoming a local & regional hub.
As part of this effort, this proposal includes adjusted rental rates, for some of our buildings, that are more
attainable and competitive within our market. In some cases, this means a reduction in pricing from
current levels. The intent is to strike a balance: making rentals accessible for community members while
still ensuring financial sustainability for the fairgrounds. The price increases that occurred previously
only created an atmosphere of non quotable or standard pricing as many long term events were offered
varying “loyalty” or other types of discounts and therefore a false sense of increase in pricing.
By repositioning our rates and policies, we aim to:
Rebuild trust and relationships with the community.
Increase the volume of events booked.
Encourage a diverse mix of community events, fundraisers, and private rentals.
Reinforce the fairgrounds’ role as an inclusive and welcoming gathering place for all.

In recent years, only one facility at the
fairgrounds had a defined weekday rate
structure, which limited flexibility and
discouraged smaller groups from considering
our spaces. In 2026, we propose to expand and
improve weekday options:
New Weekday Rates Across Four Facilities:
Instead of just one building, four facilities
will now include dedicated Monday–
Thursday rates. The Blue Pavilion,
Community Events, 4H Hall, Grandstands
and Exposition Hall.
Increased Accessibility: Lower weekday
pricing makes the fairgrounds more
competitive in the regional market and
more appealing for recurring uses such as
workshops, luncheons, and educational
programs.
Optimized Utilization: Encourages greater
use of facilities that often sit idle during the
week, maximizing revenue opportunities
without adding new costs.
This expansion from one building to four
weekday-eligible buildings demonstrates our
commitment to making the fairgrounds a true
community resource seven days a week, not
just on weekends.
Special Initiatives - 2026
NEW YEAR SPECIAL
To address slower winter months and to help
close the budget gap currently in place, I
would like to launch a New Year Event Special
for the rental of Community Events:
Applies to new events only
Available January through February
The building rental will include
A weekend event rate of $2,000 for a
Friday - Sunday rental ($150 discount)
3 racks of tables - 42

This special initiative is intended to do more
than boost activity in a quiet season. It is a
strategic effort to generate new revenue
opportunities and offset budget shortfalls by
introducing our facilities to new organizers
who may return for future rentals.
As part of our 2026 pricing adjustments, we are introducing special initiatives designed to
encourage new business, increase weekday utilization, and maximize use of our facilities during
historically slow seasons.

Alcohol Policy – Proposed 2026
RECOMMENDATION
To promote fairness and support community-oriented rentals, it is recommended that the alcohol
surcharge be adjusted to reflect the nature and intent of each event.
The current policy applies a standard $750+ non-refundable surcharge to all events serving or
consuming alcohol, regardless of event type or purpose. While the surcharge has helped offset
additional facility oversight and cleaning needs, it has also presented a financial barrier for
smaller community and nonprofit events whose activities are not centered around alcohol sales.

This adjustment provides flexibility for private
and nonprofit events without diminishing the
Fairgrounds’ ability to recover costs associated
with large-scale, alcohol-forward public events.
It also aligns with the broader 2026 rate proposal
goal of creating a welcoming, customer-service-
driven approach that supports both fiscal
responsibility and community access.

Discount Policy - 2026 Season
As part of the 2026 rate review, existing rental discounts were carefully evaluated to determine
how they could best align with current pricing, community expectations, and long-term
sustainability goals.
Completely removing discounts at this time would require reducing base rental rates beyond what
is financially viable for fairgrounds operations. Instead, this updated structure serves as a bridge
— maintaining long-standing loyalty discounts while implementing modest rate reductions to
encourage new and returning rentals.
The intent is to:
Preserve valued community partnerships
Simplify discount administration
Create fairness and consistency across events
Support new growth and year-round utilization of fairgrounds facilities

INTRODUCTION
A 10% multi-event discount will continue to be offered to organizations that confirm and contract
at the beginning in of the year for multiple rental dates within the same calendar year (both new
and returning groups).
This discount recognizes and rewards ongoing partnerships that help sustain consistent
fairgrounds usage.

Summary of Key Changes
1. Rate Adjustments
Introduces reduced or more attainable rates for several facilities (notably Community Events,
Under the Grandstands, and 4-H Hall).
Adds weekday rate options (Monday–Thursday) for four buildings instead of only one —
making spaces more accessible for smaller or midweek events.
Aims for a 25% increase in total rentals (44 → 55 annually).

Dear BOCC,
Provided for further discussion on Fair parking, below is a summary of 2025 parking revenue
along with estimated impacts of potential rate adjustments.
In 2025, presale parking totaled $4,746, while onsite parking sales totaled $20,332, for combined
parking revenue of approximately $25,078. The current parking contract includes a $6,000 fee
for parking management.
If attendance and purchasing patterns were to remain consistent, projected revenue increases
based on adjusted pricing are as follows:
• An increase to $10 for weekend parking (Friday-Sunday) would result in an estimated
additional $10,815 in revenue.
• An increase to $10 for all days of the Fair would result in an estimated additional $22,500
in revenue.
These estimates are based on 2025 daily sales and are intended to provide a general
understanding of potential financial impacts.
