Public comment: None.
Agenda update: Commissioner Brummer made a motion to amend the agenda to include an executive
session discussion regarding a nunc pro tunc correction for the Chehalis annexation interlocal
agreement (ILA) to fix a scrivener’s error.
Executive session: At 9:03 a.m., Commissioner Pollock announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) until 9:07 a.m. to discuss the Chehalis annexation ILA.
Executive session ended at 9:07 a.m. Commissioner Pollock noted that no decisions had been made.
Commissioner Brummer made a motion to correct a scrivener’s regarding the Chehalis annexation
interlocal agreement (ILA) regarding the annexation effective date, nunc pro tunc, as discussed in
executive session and to authorize the County Manager to sign the ILA again to so indicate.
Commissioner Pollock seconded. Motion passed 2-0. (Note: The ILA is part of Ordinance 1368, which
the commissioners approved Dec. 2, 2025.)
Angie Hodge discussed a resolution to appoint Haley M. Williams to the Lewis County Citizens'
Commission on Salaries for Elected Officials (Salary Commission) .
Matt Patana discussed a resolution to Accept Grant Agreement from the Washington State Department
of Transportation Innovative Partnerships Office for the Chehalis Fast Charging Station at 156 NW
Chehalis Ave.
Marylynne Kostick discussed a resolution to Approve contract #T03-0268-26 between Thurston County
and Lewis County.
Caroline Garibay Approve contract #C15-0245-25 amendment A between Coastal Community Action
Program (CAP) and Lewis County.
Wes Anderson said Public Works will hold for a week the proposed resolution to approve Master
Interlocal Agreements between Lewis County and municipalities in Lewis County and authorize
signatures thereon.
Wes Anderson discussed a resolution to ratify Agreement Number AHHG2026 with WEST Consultants,
Inc. for the 2026 Annual Hydrologic, Hydraulic, and Geomorphic Services in the amount of $350,000.
Rieva Lester discussed a hearing for Ordinance 1376 - Update Chapter 10.20 of Lewis County Code to
allow electric-thrust operated vessels on specific bodies of water. The commissioners said they will
further discuss the topic May 11.
Commissioner Brummer made a motion to move two consent items, five deliberation items – excluding
the proposed resolution for the master interlocal agreements – and one hearing to the Tuesday, May
12, 2026, BOCC Business Meeting agenda. Commissioner Pollock seconded Motion passed 2-0.
Announcements / new business
Office and department representatives provided updates, including the following:
• Lewis County ROAD-eo is May 14
• East County Permit Center opened May 1
• Community Development, Facilities and IT have seen upticks in scam efforts
• HR has launched its new NeoGov jobs board
• PHSS is hosting a healthy food cook-off for WIC
• IT is exploring hiring a virtual Chief Information Security Officer
• Special Olympics Torch Run is May 15
• Employee Picnic is Sept. 17
• Drug Court / Family Court 5K is May 11
Wednesday Workshop
HR Operations Manager position: Angie Hodge proposed changes within HR to fill gaps related to her
impending departure and Chloe Nugent’s upcoming leave. Angie recommended the commissioners
create an interim HR Operations Manager position and hire an extra help (casual) HR assistant, with
Rachel Lester and Sage Bolivar, respectively, filling those roles, effective May 16.
Commissioner Brummer made a motion to approve the creation of an interim HR Operations Manager
position and an extra help HR assistant position effective May 16 as proposed. Commissioner Pollock
seconded. Motion passed 2-0.
Opportunity Zones: Mindy Brooks discussed the application process for Opportunity Zones. She said
Economic Alliance will complete the applications to nominate census tracts and that the top three
priority census tracts have been identified as the Port of Centralia, the Port of Chehalis and the Randle /
Packwood area. Mindy said Economic Alliance will provide the necessary outreach to secure the letters
of support, etc., necessary for advancement. The commissioners said they will provide a letter of
support regarding the proposed nominees.
Calendars and correspondence
Commissioner Pollock noted that the Youth Advocacy Center will provide an update May 12. She also
discussed correspondence received regarding the Timberland Regional Library. She and Commissioner
Brummer said they would like to invite the county’s TRL trustees – Brian Mittge and Hal Blanton – to an
upcoming Business Meeting to discuss the status of the library.
