Electeds’ roundtable: No announcements. Directors’ Update Kimberly Edminster discussed a call for bids for the sale of surplus timber on County right of way located off Kray Road #904 in Chehalis. Natalie Kamienicki discussed a notice of hearing for Ordinance 1377, which would create Chapter 1.30 - Development Agreements - in Lewis County Code to establish procedures and standards. Wes Anderson discussed a resolution to approve a Local Agency Agreement and Federal Aid Project Prospectus between Lewis County and Washington State Department of Transportation (WSDOT) for the 2025 County Safety Program-Phase 1, County Road Project (CRP) 2212A. Wes Anderson discussed a resolution to approve a Local Agency Agreement and Federal Aid Project Prospectus between Lewis County and Washington State Department of Transportation (WSDOT) for the 2025 County Safety Program-Phase II, County Road Project (CRP) 2212B. Geoff Soderquist discussed a resolution to adopt the revised 2026 Lewis County Equipment Rental and Revolving Fund (ER&R) Policy. Commissioner Swope joined at 9:06 a.m. Wes Anderson discussed a resolution to approve Master Interlocal Agreements between Lewis County and the municipalities of Pe Ell and Vader. Commissioner Brummer made a motion to move two notice items, two consent items and four deliberation items to the Tuesday, May 26, 2026, BOCC Business Meeting agenda. Commissioner Swope seconded. Motion passed 3-0. At 9:09 a.m., Commissioner Pollock announced that the Board would be going into executive session under RCW 42.30.110(1)(i) with Chief Civil Deputy Prosecuting Attorney David Bailey until 9:19 a.m. to discuss the following three topics: Centralia councilor appointment, Shawnee Trail right of way and Bellacosa. Ryan Barrett, Becky Butler, Geoff Soderquist and Mindy Brooks also joined. Executive session ended at 9:19 a.m. Commissioner Pollock noted that no decisions had been made. Commissioner Brummer made a motion to approve the Bellacosa agreement as discussed in executive session and to authorize the County Manager to sign the same. Commissioner Swope seconded. Motion passed 3-0. Department representatives provided updates, including the following: • ROAD-eo was a success • Final BRB hearing, BRB will vote on resolution to approve the annexation May 28 • Bid openings for fairgrounds and museum roof will take place May 26 • County is making progress regarding extending the Historical Museum lease, the application cost for which is $1,700 Parks update: Alex Murray provided updates on the county’s parks. Department of Interior notice regarding a non-gaming land acquisition application: Lynn Richard and James Gibson noted that the property is zoned commercial but had been erroneously marked with a recreational use code instead of commercial. Lynn clarified that the clerical error had no effect on taxation. She also noted that the property sold for $2.5 million. The commissioners directed staff to draft a letter to the Department of the Interior that highlights the use code correction, indicates the notice should go to the city of Napavine and other junior taxing districts, and addresses the tax implication.
