BOARD MEETING MINUTES
December 13, 2021
1:30 p.m.
The Board of Health for Lewis County, Washington met in regular session on Monday,
December 13, 2021, at 1:30 p.m. COMMISSIONERS SEAN SWOPE, F. LEE GROSE, AND LINDSEY R.
POLLOCK, DVM, attended. CHAIR POLLOCK determined a quorum, called the meeting to order, and
proceeded with the flag salute. The ZOOM guidelines were bypassed. COMMISSIONER SWOPE moved to
approve the Minutes from November 8, 2021, COMMISSIONER GROSE seconded. Motion carried 3 -0.

CONSENT AGENDA
Commissioner Swope made a motion to approve the consent items, Commissioner Grose seconded.
H. Res #121321.1 Approve Amendment #23 to the Consolidated Contract, #CLH18251, Between Lewis
County and Washington State Department of Health.
JP Anderson gave a summary of the amendment, which has an increase of $769,694 for a total of $8,587,869.
This amends the COVID-19 Coordinated Response, Foundational Public Health Services (FPHS), and
Supplemental Nutrition Assistance Program- Education.
Group discussion took place on the details of the resolution focusing mainly on use of the FPHS funds, and the
allocations of the dollars prior to COVID19 and post COVID 19. Questions were also asked regarding contract
timeline, budgeting, and how amendments might be like moving forward.
H. Res # 121321.2 Approve New Consolidated Contract, #CLH31017 between Lewis County and
Washington State Department of Health.
JP provided a brief summary of this contract with the State Department of Health to continue through 2022.
H. Res #121321.3 Approving the Proposed Bylaws That Govern Lewis County Public Health and Social
Services (PHSS) Advisory Board.
The Advisory Board was established August 8, 2011, per Resolution 11 -252.

JP recommended adopting the language for the new bylaws recently updated by the state.
Commissioner Pollock called for a vote on the listed consent items. Motion approved 3 -0.
PUBLIC HEALTH UPDATE
JP provided information regarding the Public Health and Social Services member reappointments and
recruitments:
• Announced Nancy Keaton's resignation and Matt Patten's plans to retire in 2022
• Need to recruit for an Early Childhood Education, Behavioral Health, and an additional "At Large"
positon. Plans to start advertising for those positions soon.
• Captain Christopher Tawes, Jami Lund, Lorrie Davis agreed to reappointment and continue serving.
• The board agreed to six total positions — three reappoints, two replacements, and one new position.
JP provided a Public Health update, including the following highlights:
• End of the year budgeting overview with Fiscal and canceled the end of the year Public Health potluck.
• Welcomed a new staff member — Ashleigh Lindh Customer Service Representative
• Brief Housing Summit overview
• Youth Behavioral Health continues to reach out to students throughout the county, helping these
students voice their needs and responding efficiently.
John Abplanalp was absent; there was no COVID19 presentation update today.
Brief group discussion took place regarding the Lakeview Inn quarantine center, and the State Department of
Health's planned departure.
Commissioner Swope: Requested an update on the efficacy of viral antibodies and if there were any updates on
natural immunity.
Dr. Krager: Still unknown data on antibodies in response to immunity, the new variant will affect also data
Group discussion took place on the severity of the new COVIDI9 variant, Omicron, and how members of the
public are affected. This conversation created segue into Dr. Krager's Health Officer Update.
Dr. Krager provided a Health Officer update, including the following highlights:
COVIDI9 Omicron variant; severity, and infection rate.
Immunity from previous infection and vaccination immunity may play a role in the variant being less
severe.
• More updates to come as data is received, many answers are still unknown.
Continued group discussion took place on the Lakeview Inn quarantine center. Topics like services to Lewis
County residents, cost concerns on use of the facility space, economic impact, and future partnerships with the
State Department of Health took place.
Commissioner Swope moved to adjourn. Commissioner Grose seconded, Commissioner Pollock adjourned.
There being no further business, the meeting was adjourned at 2:16 p.m., on Monday,
December 13, 2021. The next public meeting will be held on Monday, January 10, 2022, at 1:30 p.m.
