02.14.22 BOH MinutesLEWIS COUNTY, WASHINGTON BOARD OF HEALTH BOARD MEETING MINUTES February 14, 2022 1:30 p.m. The Board of Health for Lewis County Washington met in regular session on Monday, February 14, 2022, at 1:30 p.m. COMMISSIONERS SEAN SWOPE, F. LEE GROSE, AND LINDSEY R. POLLOCK, DVM, attended. CHAIR POLLOCK determined a quorum, called the meeting to order, and proceeded with the flag salute. The ZOOM guidelines were bypassed. COMMISSIONER SWOPE moved to approve the Minutes from December 13, 2021, COMMISSIONER GROSE seconded. Motion carried 3 -0. PUBLIC COMMENT Bypassed until the end of the meeting. Guest presentation from Lynn at "Blue Zones" — This presentation postponed for another time. CONSENT AGENDA Commissioner Grose made a motion to approve the consent items, Commissioner Swope seconded. Nunc Pro Tunc correction: H. Res # 121321.1 Approve Amendment #23 to the Consolidated Contract, #CLH18251, between Lewis County and Washington State Department of Health. Adds $769,694 for a total of $8,58 7, 869 JP Anderson noted this amendment as a scrivener's error. Tailor Arrington explained the original Resolution listed "four" instead of "three" Statements of Work that were to be amended in this contract. H. Res #011022.1 Election of Chair and Vice Chair for the Board of Health for 2022, Approve Lindsey R. Pollock, DVM, as Chair and Sean Swope as Vice Chair H. Res #011022.2 Reappointing Captain Christopher Tawes, Jami Lund, and Lorrie Davis to the Public Health & Social Services Advisory Board through December 31, 2024 JP briefly acknowledged the work and commitment these individuals have put towards their service in these positions. H. Res #021422.1 Amendment #1 to the Consolidated Contract, #CLH31017, between Lewis County and Washington State Department of Health. Commissioner Pollock called for a vote on the listed consent items. Motion approved 3 -0. PUBLIC HEALTH UPDATE JP provided information regarding the Public Health and Social Services Advisory Board member recommendations: • Summarized the call out for three open positions, announced Linda Williams stepping down, and creating an additional position. • Of the 8 submitted applications the Advisory Board recommended; • Gaelon Spradley - Community Health and Education position • Kate McDougall who will transition into Matt Patten's Behavioral Health position after Matt retires. • Santos Mendez - for the first choice "At Large" position • Elizabeth Rohr - for the second choice "At Large" positon • Mary McHale and Rena Milare for any proposed or created "At Large" positions approved by the BOH. • Recommended adding four to six positions at this time, if not six, then the top four recommended by the Advisory Board. Commissioner Pollock asked about requirements for a tribal member to be on the board. JP this is not a requirement. There was attempt to reach out to tribal members, but there has been no further response at this time. There was success in reaching out to members of the Spanish speaking community; this is how we received Santos Mendez's application. Group discussion took place regarding the existing members on the Advisory Board Commissioner Grose moved to approve four replacement members; Gaelon Spradley, Kate McDougall, Santos Mendez, and Elizabeth Rohr to serve on the Public Health and Social Services Advisory Board, Commissioner Swope seconded. Motion carried 3 -0. Commissioner Swope made a motion to approve an additional Advisory Board position and appoint Mary McHale to that positon, Commissioner Grose seconded. Motion carried 3 -0. JP provided a Public Health update, including the following highlights: • There are several positions open at this time, including the Environmental Health Manager position and Code Enforcement Manger position. Commissioner Swope asked for an update on the Animal Shelter JP we are not overwhelmed with the amount of animals in the shelter. There still has been no response to Veterinary Services. Currently, the Animal Shelter's staffing is full. No updates on COVID 19 update from the department today. Brief group discussion took place regarding Lewis County's COVID 19 statistics compared to other counties in the state. Dr. Krager provided a Health Officer update, including the following highlights: BOH Minutes 02/14/2022 Page 2 of 3 • Monoclonal antibody treatment options vs. the Omicron variant. • Preparation for exposure to wildlife smoke and unhealthy air quality as the warmer seasons approach. Commissioner Swope made a motion to terminate the current Health Officer contract to pursue a local Health Officer. Giving Dr. Melnick 90 days of employment while we pursue hiring a new Health Officer. Commissioner Grose seconded the motion for purpose of discussion, but requested feedback from the Prosecutor's Office regarding the legal impacts of this decision. Jonathan Meyer stated this process is straightforward; a 90 -day provision is included on the contract, if the board were to pass the motion, the board would need to select a 90t" day date for termination, and if the Health officer choses, can request a hearing within that 90 day period. JP recommended not seeking a new Health Officer at this time. Group discussion continued, topics such as budgeting, Advisory Board involvement in the decision of contract termination, and requirements for a qualified Health Officer to represent Lewis County took place. Commissioner Grose withdrew his second of the motion and moved to table the decision to terminate the Health Officer contract for one more month. Commissioner Pollock seconded. Motion carried 3 -0. PUBLIC COMMENT None Commissioner Swope moved to adjourn. Commissioner Grose seconded, Commissioner Pollock adjourned. There being no further business, the meeting was adjourned at 2:23 p.m., on Monday, February 14, 2022.
