04.18.22 BOH Special Meeting MinutesLEWIS COUNTY, WASHINGTON BOARD OF HEALTH SPECIAL BOARD MEETING MINUTES April 18, 2022 1:30 p.m. The Board of Health for Lewis County Washington met in session for a special meeting on Monday, April 18, 2022, at 1:31 p.m. COMMISSIONERS SEAN SWOPE, AND LINDSEY R. POLLOCK, DVM, attended. CHAIR POLLOCK determined a quorum, called the meeting to order, and proceeded with the flag salute. The ZOOM guidelines were bypassed. COMMISSIONER SWOPE moved to re- approve the minutes from February 14, 2022 to correct the meeting date. COMMISSIONER POLLOCK seconded. Motion carried 2 -0. COMMISSIONER SWOPE moved to approve the minutes from March 14, 2022. COMMISSIONER POLLOCK seconded. Motion carried 2 -0. Andrew Logerwell Erik Martin CPWI Lewis — County PUBLIC COMMENT None Presentation by Sue Kennedy from the Environmental Services division regarding water testing procedures and every day practices. Information on the following was provided: • Single and shared well water systems • Public water systems • Wells and aquifers • Water quality • Water quality contamination effects • Water quality sampling • "Group A" and "Group B" water systems • Two party public water systems • Single family residential wells Meredith Jones briefly explained the water testing availability at the Public Health & Social Services building and the benefits of providing this service to the public. CONSENT AGENDA Commissioner Swope made a motion to approve the consent items, Commissioner Pollock seconded. H. Res #041822.2 approving the Lewis County Board of Health (BOH) as oversite for the Lewis County Public Health and Social Services (PHSS) Advisory Board JP Anderson explained that this advisory board was originally established under the Board of County Commissioners (BOCC) and will now be over -seen by the BOH. H. Res #041822.3 adopt a regular public meeting schedule of the Lewis County Public Health and Social Services (PHSS) Advisory Board H. Res #041822.4 appoint members to the Lewis County Public Health & Social Services (PHSS) Advisory Board JP Anderson read for the record the following members, represented positions, and terms. Motion approved 2 -0. PUBLIC HEALTH UPDATE The Public Health & Social Services (PHSS) Advisory Board Update included the following: • The Advisory Board has developed a panel of questions for interview candidates. Group discussion took place regarding the PHSS Advisory Board involvement with interviewing it was decided that the Advisory Board would rank the top 2 or 3 candidates to be presented to the BOH. Response to questions regarding Health Officer requirements /qualifications: Group discussion took place regarding the requirement for a Washington State Driver's license included in the RFQ, and it was decided that there is no need to rule out candidates if they do not have a Washington Driver's license but a Washington State background check will be run on each candidate. JP provided a Public Health & Social Services Department update, including the following highlights: Introduction of new Code Enforcement manager Brian Warren and new Environmental Health Manager Kirsten Wecker. Plans to have monthly updates with staff in an effort to help restructure our department. John Abplanalp provided the following highlights regarding COVED19: BOH Minutes 04/18/2022 Rage 2 of 3 • Cases have increased slightly in alignment with the state but there is no exponential growth. • There have been reports of an increase in the numbers of symptomatic individuals seeking testing at the community test site located at the Lewis County Mall. Brief group discussion took place on the outbreak starting in Shanghai, no current data or updates at this time. Dr. Steve Krager provided a Health Officer update, including the following highlights: • Provided information on social determinants of health and the impacts on individual's health, well- being, and quality of life. Commissioner Swope moved to adjourn. Commissioner Pollock seconded, Commissioner Pollock adjourned. There being no further business, the meeting was adjourned at 2:35 p.m., on Monday, April 18, 2022.
