09.12.22 BOH MinutesLEWIS COUNTY, WASHINGTON BOARD OF HEALTH BOARD MEETING MINUTES September 12, 2022 1:30 p.m. The Board of Health for Lewis County Washington met in regular session on Monday, September 12, 2022, at 1:30 p.m. COMMISSIONERS SEAN SWOPE, F. LEE GROSE, AND LINDSEY R. POLLOCK, DVM, attended. CHAIR POLLOCK determined a quorum, called the meeting to order, and proceeded with the flag salute. The Zoom guidelines were addressed by Javier Mejia. COMMISSIONER SWOPE moved to approve the Minutes from the regular meeting on June 13, 2022 COMMISSIONER GROSE seconded. Motion carried 3 -0. ATTENDEES: County Staff: Communitv: Meja Handlen Alishia Hornburg Elizabeth Rohr John Abplanalp Brian Warren Isabel Vander Stoep (The Chronicle) Dr. Joseph Wiley Nic Scott Jadeyn Goodman Javier Mejia PUBLIC COMMENT Elizabeth Rohr expressed she is in favor of Dr. Joe Wiley being in charge of the needle exchange program. CONSENT AGENDA Commissioner Grose made a motion to approve the consent items, Commissioner Swope seconded. H. Res. #091222.1 Appointing Dr. J. Wiley as health officer John Abplanalp briefly described that the resolution is to memorialize the action of onboarding of Dr. J. Wiley. Proceed with filling the vacancy on the advisory board John the Advisory Board is seeking to fill the homeless housing vacancy. The individual that has been representing this position has missed three consecutive Advisory Board meetings; per the Advisory Board's bylaws, this individual is no longer eligible to represent this position. Seeking approval to advertise this vacancy to the public. Commissioner Pollock called for a vote on the listed consent items. Motion carried 3 -0. PUBLIC HEALTH UPDATE Dr. Joseph Wiley provided a Health Officer update, including the following highlights: • Emergency proclamation ending at the end of October and the impacts • Mask mandates continuing to be in place for healthcare and correctional facilities John Abplanalp provided a brief Public Health & Social Services (DHSS) Advisory Board Update, including the following highlights: BOH Minutes 09/12/2022 Page 1 of 2 • WIC and SNAP -Ed programs presented to the Advisory Board this month • This presentation highlighted eligibility, benefits, and how the programs operate John Abplanalp provided a Public Health update, including the following highlights: • Beau Williquette — new Environmental Health on -site sanitarian Group discussion took place regarding the emergency proclamation ending and how this impacts fire personnel. Discussion determined that unless an agency is under state employment, the mask mandates would be lifted. Alishia Hornburg provided a PowerPoint presentation regarding Lewis County Humane Officer duties including the following highlights: • Humane Officer workload • Number of potentially dangerous and dangerous animals in Lewis County • Definitions of a "potentially dangerous" or "dangerous" animal • Dangerous Animal Designation (DAD) hearing process and current hearing quantity • Rabies prevention • Animal hoarding, neglect and abuse The following questions following the presentation were asked and addressed: • Procedure when someone is attacked by a vicious animal (dog) and the reporting process • How many reports from the emergency room are being reported to the Humane Officer • The Human Officer's role with the DAD board Commissioner SWOPE moved to adjourn. Commissioner GROSE seconded, Commissioner Pollock adjourned. There being no further business, the meeting was adjourned at 2:09 p.m., on Monday, September 12, 2022.
