Approving a policy to allow for a monthly cell phone stipend for county employees BEFORE THE BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON IN THE MATTER OF: Approving a policy to allow for a monthly cell phone ) Resolution No. 15-n471 stipend for County Employees to conduct County ) business ) WHEREAS, it is the County's expectation that employees designated as key personnel be accessible after duty hours, on weekends, and on holidays to respond to emergencies or other events/activities requiring recall; and WHEREAS, privately-owned cell phones are the primary means of communication that said key personnel utilize on a daily basis in conducting business/performing their assigned responsibilities and for recall; and WHEREAS, Lewis County recognizes a need to provide such designated key personnel with a stipend to help defray the cost incurred when they conduct County business using their personal cell phones and to balance the use of these phones against the cumbersome management required when carrying multiple cell phones; and WHEREAS, the County would like to implement a policy to allow a monthly cell phone stipend for County cell phone usage based upon type of personal cell phone used; and WHEREAS, each designated employee will be required to review and sign a "Personal Device Use Agreement"and a "Personal Mobile Device Stipend Agreement" in order to receive the monthly stipend; and WHEREAS, the Board of County Commissioners (BOCC) has determined that a cell phone stipend saves the taxpayers money by reducing costly cell phone plans including hardware and maintenance; and WHEREAS, key personnel will be responsible for the purchase, payment of all monthly expenses incurred, maintenance, and replacement of a mobile device in lieu of a County provided device and such device will remain their personal property. NOW THEREFORE BE IT RESOLVED, the BOCC approves the attached policy to allow a monthly cell phone stipend based on type of cell phone used for personal cell phone usage for County business.
