the 2018 Rock Proposal }
WHEREAS, pursuant to Resolution 18-038, a call for bids was issued on January 29, 2018 for the
2018 Rock Proposal; and
WHEREAS, bid quotations have been submitted by the following contractors:

Good Crushing, Inc., Toledo, WA
Rock Services, Inc., Centralia, WA
Winston Quarry, Mossyrock, WA
WHEREAS, Lewis County personnel evaluated the bids including haul costs to determine the most
advantageous bid to Lewis County; and
WHEREAS, Good Crushing, Inc. provided the lowest responsive bid for Item Nos. 2A, 4A, 5A, 6A,
7A, 8A, 9A, 10A and 11A for a total of $212,322.88 including sales tax; Sterling Breen Crushing Inc.
provided the lowest responsive bid for Item Nos. 1A, and 3A for a total of $28,326.88 including sales tax
and Winston Quarry provided the lowest responsive bid for Item No. 12A for a total of$38,808.00 including
sales tax for the 2018 Rock Proposal in Lewis County.
NOW THEREFORE BE IT RESOLVED that the contracts for the 2018 Rock Proposal in Lewis
County shall be awarded to Good Crushing in the amount of$212,322.88, Sterling Breen Crushing in the
amount of$28,326.88 and Winston Quarry in the amount of$38,808.00 upon the execution of a contracts
acceptable to the Board of County Commissioners. Upon presentation of such contracts, the Director of
Public Works is authorized to sign on behalf of the Board of County Commissioners.

Description
This contract provides for the production, stockpiling and loading of crushed screenings and crushed surfacing
top course for Lewis County's 3R program. This material purchase will allow Lewis County crews to complete
the maintenance and 3R programs on various roads for the 2018 summer road construction season.
A Call for Bids was made on January 29, 2018. The project was advertised for two consecutive weeks in The
Chronicle and The Daily Journals of Commerce, Seattle and Portland. The project was also listed on Lewis
County's website. The bidding was divided by item numbers in 3 different categories (1/2-No 4 Crushed
Screening, 3/8-No. 4 Crushed Screening and Crushed Surfacing Top Course and then item numbers within
each category defining sites the material is to be stockpiled. Good Crushing, Inc. provided the lowest responsive
bid for Item Nos. 2A, 4A, 5A, 6A, 7A, 8A, 9A, 10A and 11A for a total of$212,322.88 including sales tax;
Sterling Breen Crushing Inc. provided the lowest responsive bid for Item Nos. 1A, and 3A for a total of
$28,326.88 including sales tax and Winston Quarry provided the lowest responsive bid for Item No. 12A for a
total of$38,808.00 including sales tax. The lowest responsive bidders were determined by their product cost
together with Lewis County hauling costs.
Resolution approval will award Item Nos. 2A,4A, 5A, 6A, 7A, 8A, 9A, 10A and 11A to Good Crushing, inc.
for a total of$212,322.88 including sales tax; Item Nos. 1A, and 3A,to Sterling Breen Crushing Inc. for a total
of$28,326.88 including sales tax; and Item No. 12A to Winston Quarry for a total of$38,808.00 including sales
tax, upon presentation of a contracts acceptable to Lewis County, for the 2018 Rock Proposal and authorizes
the Director of Public Works to sign the same. These awards are recommended based on the Engineers analysis
of the price per ton of the product from the bidders together with the cost for Lewis County to haul the product
from the individual pit site to each stockpile sites. The most advantageous cost to the County was selected for
recommendation to award.
