2018-07-02 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes July 2, 2018 Present: Commissioner Fund, Commissioner Stamper Absent: Commissioner Jackson Recorder: Rieva Lester Commissioner Fund called the meeting to order at 10:07 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Portland resident Sean Bell of RES Americas gave an update on the Skookumchuck wind farm project. He said RES Americas is working on the draft Environmental Impact Study, which he said the public will have an opportunity to comment on. He said TransAlta and IPAT are discussing easement agreements. Sean said RES Americas has received 21-24 comments. He said it's possible some of those comments don't pertain to the project. Commissioner Stamper said he would speak with Lee Napier about the project timeline. CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the June 25,2018, meeting as well as Resolution 18-212. Commissioner Fund seconded. Resolution 18-212:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 800435-800755, totaling$608,126.89, were issued the week of June 22. She noted a skip in sequence for warrants 800756-800842, which were issued on behalf of Special Purpose Districts. Motion passed 2-0. 1 DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 18-213 through 18-216. Commissioner Fund seconded. Resolution 18-213: Authorize the initial placement of a Maintenance Technician I and/or Maintenance Technician Senior on the Lewis County Salary Grid (13-step M grid)for non-union help. Archie Smith, Human Resources Administrator, spoke to the resolution. He said the county has a lot of projects for which it needs to bring on casual employees. Resolution 18-214: List bids received and contractor selected for the Prairie Creek Culvert Replacement Project(Bunker Creek Road MP 5.678), County Maintenance Project(CMP) No. 1604. Tim Fife,County Engineer,spoke to the resolution. He said the call for bids was made June 11. He said the project would be awarded to Barcott Construction, which provided the lowest responsive bid ($569,695.00). Resolution 18-215: Restrict outdoor burning throughout unincorporated Lewis County. Graham Gowing, Office Manager for Community Development,spoke to the resolution. He said the burn restrictions are effective July 1. He said burn permits no longer are valid but that recreational fires are still allowed. He said moisture readings indicate it's very dry out. He urged caution with fireworks. Resolution 18-216: Designations and related appointments with the Washington Counties Risk Pool. Wayne Whiton, Safety and Risk Administrator, spoke to the resolution. He said the resolution adds Commissioner Jackson as the second alternate. Motion passed 2-0. GOOD OF THE ORDER Commissioner Stamper sent his condolences to the family of Ben Eastman III. Commissioner Fund discussed Destination Packwood's chicken dinner and her recent trip to the lavender farm. 2 PRESS CONFERENCE Ron Averill of Centralia said the Farm Bureau will hold a meeting the following week. Peter Lahmann said Centralia's Summerfest kicks off the morning of July 4 with a breakfast, followed by a pie social and then the parade. Commissioner Fund noted that Pe Ell also has a parade on July 4.
