2018-07-16 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes July 16, 2018 Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper Recorder: Rieva Lester Commissioner Fund called the meeting to order at 10:01 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. PRESENTATION The commissioners recognized the following employees for milestones and achievements: YEARS OF SERVICE Five years: Paul Masiello of the Prosecuting Attorney's Office. 10 years:Amanda Migliaccio of the Auditor's Office, Robin Merchant of the Sheriff's Office,Johna Martin of the Prosecuting Attorney's Office, Dana Selliken of District Court, and Angela Cothern and Ross Cothren of Juvenile. 15 years: Dirk Haney of IT, Meredith Jones and Vickie Thormahlen of Public Health and Social Services and Tawni Shepherd of Risk and Safety. 25 years: Patty Marsden of E-911 Communications. 30 years: Debbie Godsey of the Auditor's Office and Toni Justice of District Court. 40 years:Jeff Hammill of Public Works. 1 ABOVE AND BEYOND Juvenile Probation Officer Jennifer Walker was honored for her work monitoring moderate-and high- risk juveniles from the Centralia School District, for her work as the Case Management Process (CMAP) Quality Assurance Specialist, her efforts to coordinate training involving multiple agencies in and outside of Lewis County, and her ability to promote communication and teamwork. Clerk's Office Deputy Clerk Joelle Roberts was honored for her willingness to take on additional tasks, including work on collections during a co-worker's absence, assisting with Department of Corrections payment envelopes, working on "bad" addresses, updating forwarding addresses and helping with institutional impact reimbursements. EMPLOYEES OF THE QUARTER Members of the Central Services Facilities crew—Mel Coon, Keith Scharber, Gary Smith,Tim Spencer, Matt Thuston and Tim York—were honored for leading an ambitious slate of office remodels and renovations, including work in the Fiscal office, Family Support, WSU Extension and the BOCC Hearing Room in addition to tackling their regular work, including jail maintenance, parks openings and maintenance, buildings operations and grounds keeping. NOTICE ITEM Commissioner Jackson made a motion to approve Resolution 18-227. Commissioner Stamper seconded. Resolution 18-227: Notice of the temporary closure of Pleasant Valley Road to all through traffic. Martin Roy, Real Estate Services Manager, spoke to the resolution. He said the portion of the road will be closed from July 23 to Oct. 31, 2018. He said a detour will be in place. Motion passed 3-0. CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the July 16, 2018, meeting as well as Resolution 18-228. Commissioner Jackson seconded. Resolution 18-228:Approval of warrants/claims against the various county departments. 2 Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 801014-801100 and 801163-801337,totaling$799,775.62, were issued the week of July 6. She noted a skip in sequence for warrants 801101-801162, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Jackson made a motion to approve Resolutions 18-229 and 18-230. Commissioner Stamper seconded. Resolution 18-229: Approve Contract Amendment#1 between Washington State Health Care Authority and Lewis County. Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the amendment adds $32,393 to the contract. Resolution 18-230: Approve the expansion of the Mass Transit Benefit District. Commissioner Jackson spoke to the resolution. He said the resolution will be sent to Twin Transit and that it will be presented to voters on the November ballot. Commissioner Fund noted that voters in the incorporated Centralia and Chehalis areas will not see it on their ballots. Commissioner Jackson said he and Twin Transit are working on a mock-up of routes. Motion passed 3-0. GOOD OF THE ORDER Commissioner Stamper said a meeting to discuss Kat Carroll's concerns will be held Aug. 30. Ron Averill of Centralia said he has taken over as chair of the Lewis County Seniors board. PRESS CONFERENCE Commissioner Fund invited the public to serve on the budget panel. 3 ADJOURNMENT The BOCC Business Meeting adjourned at 10:29 a.m.,with the next Business Meeting scheduled for 10 a.m. Monday,July 23, 2018, in the Commissioners' Hearing Room (Room 223).
