2019-01-14 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes January 14, 2019 Present Commissioner Jackson, Commissioner Fund Absent Commissioner Stamper Recorder Rieva Lester Commissioner Jackson called the meeting to order at 10 a m., determined a quorum and then proceeded with the flag salute PUBLIC COMMENT Former Commissioner Lee Grose of Packwood said he would be the representative for Destination Packwood Commissioner Jackson asked if Lee would be available to work with the Lodging Tax Advisory Committee (LTAC) as well Lee said he would EMPLOYEE RECOGNITION Commissioner Jackson and Commissioner Fund congratulated Lewis County employees for the following milestones 5 years of service.Jan Self of Superior Court,Tiffin' Walker and Heather Maine of the Prosecuting Attorney's (PA) Office, Michael Mohr,Justin Rodgers, Chad Foglesong and Sandy Lupo of the Lewis County Sheriff's Office (LCSO), and Colby Vermilyea of Public Works 10 years of service-Jill Staley of the Clerk's Office and Don Carney of Public Works 15 years of service.Justin Bushnell of Public Works 20 years of service- Sherri Heilman of the PA's Office and Keith Ritchey of Public Works 40 years of service Carol Oram of Public Health &Social Services Above and Beyond Public Works employee Robin Saline, who was nominated for her work in securing millions of dollars in federal FEMA funding,Juvenile employee Megan Shepherd,who was nominated for going above and beyond with her work regarding Truancy, At Risk Youth,Child in Need of Services, Diversion and the Coordination of Services program, and Public Health &Social Services employee Meja Handlen, who was nominated for making substantial improvements in the housing program since taking over as the county's Housing Coordinator 1 Employee of the Quarter. Public Works employee Ryan Kelso, who was nominated for his work on the complete redesign of the county's various departmental mapping programs as well as his work on the server-based GIS database NOTICE ITEM Commissioner Fund made a motion to approve Resolutions 19-010 through 19-012 Commissioner Jackson seconded Resolution 19-010. Notice of hearing for Ordinance 1298,which would change the management of Urban Growth Areas for cities and towns under Chapter 17.15 of Lewis County Code. The hearing will begin at or after 10 a m Monday, Feb 4, 2019, in the Commissioners' Hearing Room Lee Napier, Director of Community Development, spoke to the resolution Resolution 19-011• Notice of hearing for Ordinance 1299,which would repeal Lewis County Code 17 35—the historic Critical Areas Ordinance The hearing will begin at or after 10 a m Monday, Feb 4, 2019, in the Commissioners' Hearing Room Lee Napier, Director of Community Development, spoke to the resolution Resolution 19-012. Call for bids for the 2019 Rock Proposal Bids are due to the Clerk of the Board by 11 a.m. Tuesday, Feb.5, 2019. Transportation Planner Mike Kroll, representing Public Works,spoke to the resolution He said the contract provides for the delivery and stockpiling of rock material needed for roadway work Motion passed 2-0 CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the January 7,2019, meeting as well as Resolution 19-013 Commissioner Jackson seconded. Resolution 19-013. Approval of warrants/claims against the various county departments Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 100809192 through 100809387, totaling$426,254.66, were issued the week of Jan 4 She said payroll/benefit warrants numbered 793716 through 793789 and Automatic Deposits 1 584 (totaling$3,742,875.42) also 2 were approved Suzette noted a skip in sequence for warrants 100809177 through 100809191, which were issued on behalf of Special Purpose Districts Motion passed 2-0 DELIBERATION ITEMS Commissioner Fund made a motion to approve Resolutions 19-014 through 19-019. Commissioner Jackson seconded Resolution 19-014 Acceptance of an Interlocal Agreement for the use of Jail Facilities between the Lewis County Sheriff's Office/County and the City of Olympia Chief Chris Sweet, representing the Lewis County Sheriff's Office,spoke to the resolution He discussed some of the changes reflected in the contract language Chief Sweet said Lewis County's charges are comparatively low and that the Sheriff's Office is trying to increase the amount Lewis County charges Resolution 19-015•The proposed acquisition of additional right of way for Middle Fork Road MP 7.07 in Onalaska Martin Roy, Real Estate Services Manager for Public Works, spoke to the resolution He said the county needs to acquire right of way from three property owners along Middle Fork Road for a fish passage project Resolution 19-016. The proposed acquisition of additional right of way for Logan Hill Road in Chehalis Martin Roy, Real Estate Services Manager for Public Works, spoke to the resolution He said the county needs to acquire right of way from two property owners along Logan Hill Road to repair damage caused by a landslide He noted that FEMA funding is available for the project Resolution 19-017• Reappoint eight members to the Distressed Counties( 09) Fund/ Rural Economic Development Public Facilities Advisory Committee Commissioner Fund spoke to the resolution She named the individuals being reappointed Mark Anders, Lee Coumbs, Dennis Dawes, Edna J Fund, Buck Hubbert, Peter Lahmann, Dan Mortensen and Dan Rich Resolution 19-018 Approve the independent financial feasibility review for the bond issue for the Lewis County Public Facilities District(PFD) 3 County Manager Erik Martin spoke to the resolution He said the PFD anticipates the issuance and sale of not to exceed $8,000,000 aggregate principal amount of its Limited Sales Tax Obligation Bonds, the proceeds of which will be used to finance improvements and additions to the multipurpose event center and sports complex known as the Northwest Sports Hub and Sports Complex Erik noted that an independent financial feasibility review (the "Independent Financial Feasibility Review") was required to be performed prior to the issuance by the District of any indebtedness He said the county's bond counsel had reviewed the feasibility review and found it to be acceptable Resolution 19-019. Authorize the initial placement of a Deputy Treasurer on the Lewis County Salary Grid (13 Step M Grid)for non-union extra help.
