Interlocal Agreement with the Town of PeEll regarding work by county crews BEFORE THE BOARD OF COUNTY COMMISSIONERS OF LEWIS COUNTY, WASHINGTON IN THE MATTER OF } Approving an Interlocal Agreement between Lewis County } and Town of Pe Ell regarding work by county crews and } RESOLUTION NO 19- D31 authorizing signatures thereon } WHEREAS, RCW 39.34.080 authorizes public agencies to perform governmental services, activities, or undertakings which each public agency entering into the contract is authorized by law to perform, provided such contract shall be authorized by the governing body of each party to the contract, and WHEREAS, the Town of Pe Ell has a need to complete maintenance chipsealing work on certain roads within their jurisdiction, but lacks the manpower and equipment to complete the work and has asked to enter into an interlocal agreement for Lewis County to perform the work, and WHEREAS, the Public Works Director and County Engineer has reviewed an interlocal agreement between Lewis County and Town of Pe Ell regarding roadway preparation and maintenance chipsealing of city roads, at an estimated cost of $72,304 03, which includes labor, materials and equipment, plus an administrative fee of $3,615.20, making the total $75,919.23, and recommends that the Board of County Commissioners (BOCC) approve the interlocal agreement between Lewis County and Town of Pe ElI regarding roadway preparation and maintenance chipsealing work to be performed by county crews NOW THEREFORE BE IT RESOLVED, that the BOCC has determined proceeding with the interlocal agreement between Lewis County and Town of Pe ElI is in the best public interest and is hereby approved, and the BOCC is authorized to sign the same DONE IN REGULAR SESSION this 4th day of February 2019 APPROV D AS TO FORM BOA: . !F COUNTY COMMISSIONERS Jon. an . e, er, Prosecuting Attorney 'OUNTY, WASHIN ON By Deputy •rosecuting Attorney Robert C Jackson, Chair ATTEST Gary per, Vice C it Rieva Lester, Clerk of the Lewis ..••. Contact Josh Metcalf Phone 2762 Department- Public Works Action Needed Approve Resolution Description Pursuant to authority of RCW 39.34.080 and in conformance with RCW 43 09.210, this resolution will allow the BOCC to sign and ratify an interlocal agreement that allows Lewis County crews to perform work for Town of Pe Ell Town of Pe Ell was awarded Transportation Improvement Board grant funding, and has requested that Lewis County crews complete roadway preparation and maintenance chipsealing work on certain roads within their jurisdiction, at an estimated cost of$72,304 03,which includes labor, materials and equipment,plus an administrative fee of$3,615 20, making the total $75,919.23. Town of Pe Ell lacks the workforce and equipment necessary to complete this work and has requested that Lewis County add this work to our 2019 Maintenance Chipseal Program The county can perform the work and it can be completed in conjunction with our 2019 Maintenance Chipseal Program,without interfering with the county's program.
